About this file

This addendum to Bid Invitation 3132-27 issued by the New Hampshire Department of Administrative Services, Division of Procurement and Support Services, provides clarifications regarding propane supply and delivery services across multiple districts throughout the state. The addendum addresses two critical questions submitted by potential bidders. The first clarification confirms that the 72-hour delivery window commences when the ordering agency places its order, not based on a uniform tank percentage threshold, as tank levels vary by agency and location. Some agencies may order at lower levels while others request top-offs before significant weather events or operational needs. The second clarification establishes that the State intends to award multiple contracts under this bid solicitation, with awards made to the vendor offering the lowest cost within each district; however, to be eligible for consideration, vendors must submit pricing for the entire district, as districts will not be divided among multiple contractors. The bid closing date remains May 14, 2026, at 11:00 AM Eastern Time, with all addendum changes superseding previously submitted documents and required submission with the bid response. Purchasing Agent Devin Lahey can be contacted at NH.Purchasing@das.nh.gov for additional inquiries.

The addendum does not introduce new pricing requirements or modify existing pricing terms, set-asides, or incumbent information detailed in the original solicitation. Vendors continue to have the option to submit bids using either a fixed price format or an indexed-based format tied to the OPIS Propane Daily Rack Update Average price from Selkirk, New York, with all prices quoted in US dollars on an F.O.B. Destination basis. The contract term commences August 1, 2026, or upon Governor and Executive Council approval, whichever is later, and extends through July 31, 2028, with a possible extension for up to an additional two years under the same terms and conditions. All pricing must remain firm for the entire contract period, include delivery and associated costs with no additional charges, surcharges, fuel charges, or credit card transaction fees permitted after award.

ADDENDUM # 01 TO BID INVITATION 3132-27

DATE AND TIME OF BID CLOSING: 5/14/2026 11:00 AM

FOR: Propane Supply and Delivery

Question 1: Could you confirm the expected time from will call request to delivery? I see a note of 72 hours- are requests made at a certain %?

State Response: The 72-hour delivery window begins when the ordering agency places its order. If a vendor is unable to meet this requirement, the vendor must contact the ordering agency promptly to establish a mutually agreeable delivery time. Orders are not placed based on a uniform tank percentage; this varies by agency and location. Some agencies may order at lower levels, while others may request a top-off ahead of significant weather events or other operational needs.

Question 2: Can different districts be won and awarded differently or is it all or nothing?

State Response: The State intends to award multiple contracts under this bid. Awards will be made to the vendor offering the lowest cost within each district. To be eligible, vendors must submit pricing for the entire district; districts will not be divided among multiple contractors.
