Addendum #1 to Bid Invitation 29-27 – Backhoe Loader

This is an addendum issued by the State of New Hampshire, Division of Procurement and Support Services, Bureau of Purchase and Property, dated September 2, 2026, clarifying specifications for Bid Invitation 29-27 for the procurement of one backhoe loader. The bid closing date is September 8, 2026 at 10:30 a.m. Eastern Time. The addendum provides detailed responses to eight questions submitted by potential bidders regarding specifications for the equipment. While the original specification references a John Deere 410 P model, bidders are permitted to submit alternative manufacturers and models provided they meet or exceed all minimum standards outlined in the bid documents. Key clarifications confirm that engine EPA Final Tier 4/EU Stage IV emissions standards must be met, wet-sleeve engines are required, the minimum horsepower rating must be achieved at 1900 rpm with 339 lb-ft net torque at 1600 rpm, cooled seats are required, lockable toolboxes on both sides of the cab are mandatory, bolt-on rubber pads on the grill are required, a rear camera is required for safety reasons, backhoe digging depth must be maximized (minimum 15 feet 11 inches standard depth), loader lift capacity must be at least 7,355 lbs at full height, and loader digging depth must be a minimum of 5.3 inches.

The addendum supersedes all previously submitted documents and must be submitted with the bid. Potential bidders must submit complete product literature and specifications demonstrating how their equipment meets or exceeds the minimum standards specified in the bid documents. All changes noted in this addendum will take precedence over prior bid solicitation materials. The purchasing agent for this procurement is Lincoln Adams, contact via email at NH.Purchasing@das.nh.gov. Respondents must complete the acknowledgment section of the addendum, providing business name, address, contact information, and signature to confirm receipt and understanding of the addendum requirements.
