About this file

This document is an Addendum 1 issued by the New York State Office for People with Developmental Disabilities (OPWDD) for a Kitchen Renovation project located at 115-29 217th Street in Cambria Heights, NY. The addendum provides responses to vendor questions regarding a solicitation released on 03/17/2025, with a bid due date of 04/21/2025. The renovation project involves a comprehensive kitchen upgrade, and the addendum clarifies several key aspects of the project, including material selection, site logistics, and project requirements. Many of the detailed specifics are deferred until after the winning bidder is selected, with the agency indicating that items such as material samples, specific fixtures, and work details will be discussed post-award.

The document reveals that the project has specific constraints, including no weekend work, no on-site storage (with potential exceptions), and mandatory sample submissions for materials like tiles, countertops, and paint colors. The agency has pre-tested the site for asbestos-containing materials (ACM) and indicates that if any issues arise, they will handle remediation directly. Flooring specifications mention Life Proof Vinyl Planks as the primary option, with Shaw or equal alternatives allowed. The tone of the responses suggests a structured procurement process with significant discretion reserved for the agency, emphasizing that many project-specific details will be negotiated after the bid is awarded.

Addendum 1

Kitchen Renovation 115-29 217th Street Cambria Heights, NY 11411

Solicitation Date: 03/17/2025 Bid Due Date: 04/21/2025 Date of update: 04/08/2025

Good afternoon, Please see below questions from a vendor and the answers from our Bernard Fineson’s PSES Team.

1. Will a layout drawing, or architectural plan be provided? No

2. Who selects the final materials/colors (TTL or facility manager)? That should not matter or be brought up until the person wins the bid.

3. Where can materials be delivered/stored safely on-site? No storage on site, exception can be made after person wins bid.

4. Can any work be done on weekends (with approval)? Never on a weekend.

5. What areas can be used for cutting/assembly? That would be out in the back, but again not relevant to the bid. Can be discussed once winning bidder is chosen.

6. Will the state issue a PO immediately after award? That’s a business office question, should not be in this thread. I don’t create PO’s I request them after seeing the procurement record LO…

7. Are Appendix A and other forms signed pre- or post-award? Business office, I don’t deal with that end.

8. Can we email insurance certificates in advance for pre-approval? Email and discuss with the Business officer.

9. Will we need to submit product submittals (e.g. for paint, flooring, plumbing fixtures)? ALL

SDS sheets to be submitted after winning bidder has a meeting with me.

-2-

10.

11. Are samples required (tile, countertop, paint colors) before purchase? Samples are ALWAYS required before any work is to be done, the contractor cannot just pick and choose what they want… I’m sorry this is too funny.

12. How do we report or document daily progress or issues on-site? Discussed after winning the bid, this is not a question for now to answer.

13. Will a formal submittal log or transmittal sheet be required for approvals? An email will suffice with the materials we agree upon after meeting with the winner.

14. Would change order be provided if any hazardous materials, like asbestos, be discovered in existing walls or floors? Reports can be provided as the kitchen has been tested prior and is not hot for ACM.

15. Can you clarify: If ACM is found, and again testing has been done reports show all clear, in that case god forbid… work stops NO change order and I move forward with remediation and 3rd party, once done contractor continues.

16.

o The specification brand standard for the LED recessed lighting and under-cabinet fixtures? Discussed after winning the bid.

o If cabinet shop drawings or cut sheets will be required? Nope.

o What type of ceramic tile and pattern is expected (standard subway, mosaic, etc.)? We chose the tiles after the winner is chosen and vendor provides samples.

18. Are Life Proof Vinyl Planks pre-approved or can we submit alternates? Life Proof planks are called for the other options are Shaw, or Equal.

Questions 10 and 16 was left out by the vendor.

Please be sure to include this information in your estimates.

Thank you for your time.

Sincerely, Maria L. Suarez NYS OPWDD Brooklyn DDSO-Business Office 750 Vandalia Avenue, Brooklyn, NY 11239
