About this file
This is Addendum 1 to ARFQ BCF 16-18 issued by the West Virginia Department of Health and Human Resources (WVDHHR) for Taylor County, addressing vendor questions regarding digital mailing machine specifications and optional features. The primary requirement is for a Pitney Bowes DM525 or equivalent digital mailing machine to replace the county's existing equipment. The machine must process envelopes at a minimum capacity of 150 envelopes per minute, accommodate flats up to 10"x13" with sealing thickness up to 5/8 inch, and operate in closed flap mode. The addendum clarifies that in-motion weighting capabilities and report printer functionality are not required for this procurement. A barcode scanner has been added to the bid specifications to facilitate certified mail processing.
The addendum addresses vendor inquiries regarding optional features and contract execution requirements. The PDF Splitter tool for managing electronic signatures is not necessary for this procurement. Vendors are required to execute a West Virginia WV-96 form only if they include their own terms and conditions or take exceptions to the State's standard terms and conditions. The clarifications provided in this addendum establish the baseline specifications and acceptable alternatives for the digital mailing machine while eliminating unnecessary features from the bid requirements.

ADDENDUM NUMBER 1
Question #1) Vendor question: WV DHHR Taylor County currently has a DM525 digital mail machine. I want to confirm that the new mail machine must be equal to the current DM525 digital mail machine, not the DM500?
Answer #1) Mailing machine must be a Pitney Bowes DM525 or equal digital mailing machine.
Question #2) Vendor question: The current mail machine specified above is able to process and seal envelopes in closed flap mode. It does not seal open flap envelopes. The replacement machine does the same. Is this acceptable?
Answer #2) This is acceptable.
Question #3) Vendor question: The current DM525 mail machine processes 150 envelopes per minute and flats up to 10”x13” with a sealing thickness of 5/8 inch thick mail. Are these minimum specifications WV DHHR will accept?
Answer #3) This is acceptable.
Question #4) The current DM525 mail machine specified does not have this feature, neither does the replacement machine. The in-motion weighting of mail without sorting of various weights and sizes is an additional feature that would require a different machine. Would you like a quote for a machine that includes this feature?
Answer #4) No, this feature is not required.
Question #5) Vendor question: It is recommended to all customers who opt for this service to add a barcode scanner to their mail machines. It is not a requirement but it is easier to scan the certified number instead of entering the certified number into the meter. Do you want to add the barcode scanner to the bid specifications?
Answer #5) Yes, we would like to add the barcode scanner to the bid specifications.
Question #6) It is also recommended to all customers who opt for this service to add a report printer to print out daily electronic return receipt reports. Do you want to add a report printer to the bid specifications?
Answer #6) The report printer is not necessary.
Question #7) This is for all customers who love the savings potential of E-Certified/E-Return Receipt but find the process too complex and difficult to manage on the back end when you receive your electronic signatures. The tool is a PDF Splitter allowing the breakup of a PDF file for individual routing of signature documents. Would you like to add this tool the bid specifications?
Answer #7) The PDF Splitter is not necessary.
Question #8) Vendor question: Will WVDHHR require the leasing company to execute an official WV-96?
Answer #8) It would be necessary if the vendor includes their terms and conditions or takes exceptions to the State’s terms and conditions.
