About this file

This is Addendum 1 to ARFQ DEP25-71, issued by the West Virginia Department of Environmental Protection (DEP), modifying an open-end solicitation for OSR Southern Maintenance services. The addendum publishes vendor questions and responses and corrects the quantity specification on commodity lines 67 and 68 from 20 hours to 1 each, with the unit of measure changed from hour to each for mobilization and demobilization of equipment including tandem trucks, one-ton pickup dump trucks, skid steers, mini excavators, pressure washers, and vibratory rammers. Work will commence as soon as possible following contract award on an as-needed basis across multiple counties with no predetermined work estimates by county. Vendors must acknowledge receipt of all addenda by submitting an Addendum Acknowledgement with their bid to avoid disqualification.

Payment is processed through the Office of Special Reclamation (OSR) representative, who records hours worked daily against corresponding line items, entering data into SPREC for calculation of final payout upon project completion. Vendors must submit signed invoices within 30 days of completing each work directive, with each invoice containing the project name, permit number, work directive number, contract number, and service dates. Mobilization and demobilization for tandem trucks, dump trucks, skid steers, and mini excavators are paid at the hourly rate from the vendor's shop or previous site to the current work site, with demobilization from the current site to the next site or vendor's shop; however, mobilization and demobilization for pressure washers and vibratory rammers are included in the hourly rate with no separate payment. A performance and payment bond is required. Supporting documentation for materials used must be provided, though wage documentation is not required.
