About this file
This is Addendum 1 to ARFQ DEP22-81 issued by the Department of Environmental Protection for the Steele Run II Well Plug project. The addendum was issued to publish vendor questions and answers, distribute a pre-bid sign-in sheet, and correct an error in the bidding specifications. A pre-bid meeting was conducted for the project, during which attendees discussed site conditions including theft and vandalism concerns. The addendum clarifies that security or night watchman services are not required under the contract, and line item #50 requesting 2 units of Tri-Cone Bits 4" to 6" has been removed as it was duplicative of line item #54.
The addendum contains six vendor questions with corresponding responses addressing technical specifications and payment methodologies. Key clarifications include that bond logs (CBLs) are only required situationally depending on the vendor's pipe-cutting method, that line items #10 and #11 encompass any method of cutting tubing or casing including wireline busting, and that contaminated soil analysis will be required by the landfill facility for profiling purposes. When multiple attempts are needed to cut pipe or perform perforations, payment is rendered only for the successful attempt that results in free pipe. Vendors must acknowledge receipt of all addenda by completing and submitting the Addendum Acknowledgement Form with their bid, as failure to do so may result in bid disqualification.

Q1. While at the pre-bid for Steele #2 project it was mentioned that that area was bad for theft and vandalism and that a security/night watchman may be needed. Can this be invoiced under the
Additional Labor line item. Thank you!
A1. No, someone to dry watch the site is not required under the contract.
Q2. Line items #50 and #54 both listed Tri-Cone Bits 4" to 6" with different quantities.
A2. The line item requiring 2 units is incorrect and will be removed from the bidding specifications.
Q3. With the contaminated soil, will Lab analysis be required?
A3. While the Office of Oil and Gas does not require characterization of solid wastes related to contaminated soils, it is anticipated that the landfill itself will require such profiling.
The analytical services included in the bidding specifications are intended to capture these costs.
Q4. Will CBL's be required to be ran on casing strings in each well?
A4. Bond logs are only required situationally. Their use depends on the method of cutting pipe performed by the vendor. A vendor using cable tools would not necessarily have a need for running bond logs. Whereas a vendor shooting casing would have to run a bond log to find the free point of the pipe, and collar locator to locate the nearest collar up hole to shoot the casing.
Q5. On the line items #10 and #11, does that include any method of cutting tubing/casing or is it limited to for example casing knife. Other words, is wireline busting collars considered in that line item?
A5. The answer to this is yes this includes any method.
Q6. The CBL has been combined with perf's/collar busting, if we have to make multiple attempts to cut casing (bust collars) or multiple perf runs, how will that be charged? Per run? Could a line item for perf runs (1 to 5 shots) and collar busting (6 to 10 shots) be added?
A6. If multiple attempts are needed to cut pipe the only one to be paid is the one that proves to be successful. The product of a cut should result in free pipe.
