About this file
This addendum modifies an agency solicitation (ARFQ DEP2100000055) issued by the West Virginia Department of Environmental Protection for the DLM Coal Company Plant Hollow Treatment Facility construction project located in Upshur County, West Virginia. The project involves comprehensive construction of acid mine drainage treatment infrastructure, including a treatment building, clarifier, lime silo system, finishing pond, three lift stations (Plant Hollow, Panther Fork, and Cutright), new sludge cells, conveyance lines, electrical systems, and associated support facilities across multiple sites. The solicitation encompasses extensive bid items totaling approximately 950 linear feet of new road construction, 1 lump sum control and pump building, 1 lump sum clarifier, 1 lump sum lime silo system, 5,500 cubic yards of pond sludge removal, and numerous piping, electrical, and site preparation items. A pre-bid conference was conducted on May 11, 2021; interested parties may schedule additional site visits by contacting Chester Wright at (304) 918-7709. The contract performance period and contract term have been established at 15 months from the Notice to Proceed. The engineer's estimate for the project is $8,294,968, though this figure does not reflect pandemic-related price increases.
The addendum addresses 77 questions posed at the pre-bid conference and incorporates revised specifications, revised bid schedules, revised drawings, and clarifications regarding project scope, materials, equipment specifications, and construction sequencing. No price increases are permitted within the contract; however, delays caused by weather conditions or material shortages may justify contract time extensions through change orders. Materials may be ordered early and stored on-site at the contractor's discretion upon submittal approval. The project is subject to an Administrative Order and must maintain minimal treatment of acid mine drainage during construction. Contractors are responsible for construction staking, obtaining borrow and disposal area approvals from WVDEP, managing unsuitable material disposal, and arranging their own water supply. Specific technical specifications have been updated regarding butterfly valves with electric actuators, plug valves with electric actuators, electrical installation requirements, conduit systems, wiring standards, pH sensors, and flocculator mixers. Two revised specifications documents establish new bid items for electrical conduit and wiring upgrades at the Existing DLM Shop location only.

PLANT HOLLOW TREATMENT FACILITY
The following are questions that were identified at the Pre-Bid Conference (PBC) conducted on-site on May 11, 2021, Questions provided to WVDEP Procurement, Project Clarifications, Project Notes, Project Changes, Technical Specification Changes, and Project Plan Changes. The answers and clarifications provided herein take precedence over verbal answers at the PBC and previously provided specifications and descriptions provided in the Solicitation should there be any conflicts between the two.
Q1: When dewatering existing Pond 2, Dugout A and B where does the water discharge to?
A1: The water will go into Existing Pond 1 and discharge into the existing stream.
Q2: When dewatering existing Pond 1 where does the water discharge to?
A2: The water from Pond 1 shall be discharged off the side of the bank into the existing stream.
Q3: Where does the sludge from Pond 1, Dugout A and B get moved to?
A3: The sludge from those ponds shall be disposed of in the existing sludge cell near New
Sludge Cells 1 and 2.
Q4: Where is Cutright Lift Station to be built in relationship to the pond?
A4: See Sheet 76 for location.
Q5: What happens to the caustic tanks after the tanks are no longer used for treatment and flushed?
A5: The tanks shall be moved to the DLM shop area. All valves must be removed and saved and caustic lines must be checked by WVDEP before being disposed of. The tanks will then be scraped once we receive permission to do so.
Q6: Is the 24 inch ball valve in Manhole 1 stainless steel? If so, what if there is a long lead time to receive the ball valve due to recent supply shortages?
A6: Yes, the valve is stainless steel. If there is a long lead time to receive this valve then the 24 inch conveyance line from the equalization basin can be plugged until the valve arrives which will require Pond 2 be drained twice, once for initial pipe installation and again once the valve arrives.
Q7: Is Pond 1 an existing pond?
A7: Yes, Pond 1 is an existing pond to be used for temporary treatment while the Plant Hollow
Facility is being constructed. Once the facility is up and running then existing Pond 1 can be bypassed and the new construction for the Final Pond to replace existing Pond 1 can begin as seen on Sheet 40. BEFORE existing Pond 1 can be bypassed the conveyance line from the Control Tee to Manholes 3 and 4 must be installed.
Q8: Will the WVDEP take care of power setup to the site thru Mon Power?
