About this file

This is an Addendum 1 to solicitation ARFQ BCF 18-22, modifying specifications for a mailing machine procurement. The addendum addresses vendor questions and revises technical specifications in sections 4.1.1.4 and 4.1.1.5 of the original solicitation. Specifically, the minimum envelope processing speed requirement has been reduced from 65 envelopes per minute to 35 envelopes per minute, and the automatic tape dispenser requirement has been eliminated. Vendors must acknowledge receipt of this addendum by completing the Addendum Acknowledgment Form and submitting it with their bid proposal; failure to acknowledge may result in bid disqualification.

The addendum modifications were prompted by vendor inquiries regarding the DM125 mailing machine model, which processes 35 envelopes per minute and lacks an automatic tape dispenser. The specification changes now accommodate this equipment model while maintaining the core functionality of weighing letters and packages up to 5 pounds. All other provisions of the original solicitation remain in full force and effect. Vendors are instructed that only written modifications issued as official addenda are binding, and verbal representations made during discussions with state personnel are not enforceable.
