About this file

This is Addendum No. 1 to RFP 22-17-001 issued by Effingham County, Georgia (Board of Commissioners and Sheriff's Office) on March 24, 2022, clarifying specifications for a new camera system for the Sheriff's Office and Jail. The project requires 131 interior and exterior IP cameras (including 8 PTZ dome cameras and 123 standard dome cameras), 5 officer stations and 2 admin stations for multi-camera viewing, replacement PoE switches with 10gig uplink capability, 60-day continuous video retention storage, integration with the existing Accurate Controls access control system (preferred but not mandatory), a web server for internal and external viewing, email alert capabilities, and interface with the facility's door control system. Proposals were due by 11:00am Eastern Time on Monday, April 4, 2022, at the Effingham County Administrative Complex in Springfield, Georgia. A mandatory pre-proposal conference and site visit was held on Thursday, March 10, 2022, at 2:30pm at the Sheriff's Office, and vendors were required to have a representative present to submit proposals.

The addendum clarifies that video management system (VMS) manufacturers other than Vicon are acceptable, new monitors must be no smaller than 24 inches (touch screen not required), frame rates must be minimum 15 frames per second with capability to reach 30 frames per second, and video analytics and Motorola radio integration are preferred but not required. The county will provide necessary infrastructure support including email server credentials and external internet connectivity for remote viewing, with coordination meetings to be held post-award. Vendors must submit an itemized quote on company letterhead with full breakdown of labor, installation, and programming costs, and acknowledge receipt of the addendum by signature. The county budget would be determined at a later date, and the county reserves the right to reject any and all proposals or waive technicalities. Complete facility PDF system drawings were to be emailed directly to vendors who attended the mandatory pre-proposal conference.
