About this file

This addendum to an Invitation to Bid (ITB) issued by the School Board of Seminole County, Florida, Purchasing and Distribution Services Department, modifies the requirements for solicitation 25260070B-VG for Milk & Dairy Products to be supplied to the Red Apple Dining Department and School Culinary Programs. The addendum, posted February 27, 2026, addresses sample submission requirements across 15 line items, with varying quantities specified for each product category—ranging from no samples required for items 1-3 to 12 individual samples or bulk quantities (1-gallon or 5-gallon containers and 5-pound tubs) for evaluation of other items. The solicitation opening date and bid submission deadline is April 2, 2026, at 10:00 A.M., with deliveries expected to occur twice weekly across 56 identified school locations throughout Seminole County. The addendum clarifies critical procedural details, including that January 2026 FMO pricing will be used for all bid submissions, electronic invoices are acceptable if they include itemized pricing and delivery notations, and gate keys may be provided to the awarded vendor following execution of a Key Acknowledgement form.

The revised submittal requirements mandate that bidders provide Exhibit D (Inventory of Submitted Samples), signed Invitation to Bid acknowledgment, a completed Price Schedule (Exhibit B), authorized reseller letters for each manufacturer, and multiple certifications and affidavits including drug-free workplace, debarment, conflict of interest, scrutinized company status, lobbying disclosure, catastrophe agreement, and labor coercion statements. Additionally, bidders must submit current Health Department inspection reports, proof of active business entity registration (either Florida or foreign corporation documentation), and signed acknowledgment of receipt of this addendum. Exhibit E provides the comprehensive list of 56 delivery locations including elementary, middle, and high schools, as well as special programs and catering facilities throughout the district. The contract will service the district's food service operations with specific attention to product quality standards, as evidenced by the detailed sample specifications and the requirement that chocolate milk meet specific nutritional parameters without higher butter fat or sugar content alternatives.
