About this file

This is an addendum to a Video Management System Upgrade Phase 1 project issued by the Michigan Department of Technology, Management and Budget, Facilities and Business Services Administration, Design and Construction Division for the Baraga Correctional Facility located at 13924 Wadanga Road in Baraga, Michigan. The project involves the design and installation of a comprehensive video management system upgrade with network infrastructure, including new Ethernet switches, servers, cameras, and associated equipment at a correctional facility. The addendum, issued May 5, 2022, incorporates 26 clarifications and answers to bidder questions, revised drawings for camera one-line diagrams (TC101, TC110, TC111, TC112, TC114), supplementary conditions (Section 0800), and updates to specifications. The bid due date is May 11, 2022 at 2:00 PM local time. A pre-bid conference and facility walk-through was scheduled for April 28, 2022 at 9:00 AM with early arrival required for COVID-19 testing. The question submission deadline was May 4, 2022 at 3:00 PM, with the final addendum issued May 6, 2022. The pre-construction meeting was scheduled for the week of June 27, 2022. The project spreadsheet lists 150 existing cameras across multiple facility locations that will be integrated into the new system.

Key project requirements include a site superintendent who must be an employee of the prime contractor and present on-site during all work. Contractors are restricted to Monday through Friday work hours from 8:00 AM to 4:00 PM. A preliminary construction schedule must include crew size, number of crews, days per week on-site, and switchover dates and times. Progress meetings will be held a minimum of twice monthly, with substantial completion, final completion, and an 11-month post-construction meeting required. Contractors must provide spare parts lists for all devices and equipment with descriptions, manufacturers, and part numbers. A project-specific COVID-19 Preparedness and Response Plan complying with federal and state requirements must be submitted and approved prior to onsite work. Lien clearance must be completed and submitted before April 25, 2022, or contractors will be denied facility access. The contract requires daily reporting and contractor-furnished lighting for work performance. Allowances are structured as provisional allowances as defined in specifications.

Clarification

1. Please plan to clarify the # of LARA permits that the contractor will be required to secure. For Building permits LARA will no longer consider a prison a campus and allow only one overarching permit, they require 1 permit per building. It should be confirmed if LARA Electrical will treat the site in a similar fashion so contractors can bid accordingly.

Answer. We have submitted the entire project as one submission and expect that it will be one electrical permit for the entire project

2. Spec section 023123 -2.1 Please add TriMedia Engineering as an eligible service provider. They have performed a lot of GPR for us on projects up here:

Headquarters 830 W Washington St Marquette, MI 49855

(906) 228-5125 https://trimediaee.com/

3. The Close of questions date of 5/4/22 at 3:00 pm as listed on the project advertisement is correct.

The close of questions date listed in Section 0800 is should be revised to reflect this date and time.

Specifications reissued;

1. Section 0800 Supplementary Conditions

Questions;

1. Assumption is that all switches listed in the one-lines, etc., and say "new" in the switch box, with either "NB" or "NC" in them will be required to be provided. Please verify assumption is correct.

Answer. Provide all new Ethernet Switches for the camera system

2. May we substitute Cisco 9300 copper for 9200 copper at head end in order to stack the entire set of 3? For what reason are we not stacking the 3 switches in the core/headend?

Answer. That is a good idea. See Change on TC110

3. Not seeing the laptop spec - similar to mini PC? Tower?

Answer. Yes. Similar to the Tower PC

4. Please specify camera models for the following: AMF-2202, AMF-2203, AMF-2303 and AMF- 2401.

Answer. See page TC111 & TC112. Camera model is CA WV-S2572L

5. 286200 1.02 C2 & 283600 2.02 C3a, firewall rules, routers, gateways and firewalls have been mentioned. Please provide: 1. any equipment/info related to existing routers, gateways and firewalls, and 2. if they are in use and must be configured/utilized in relation to this CCTV project.

Answer. There is an existing Fortinet router for use in connecting actual GPS time to all Servers and PC’s

6. 283600 2.02 C2a, to implement Active Directory, another server is required. Please clarify if

Active Directory is required as part of the RFQ Answer. Active Directory is not required to be implemented but the system shall be configured to allow its implementation in the future.

472_21301_JBB_Baraga VMS Phase 1_Addendum 01 3

7. 283600 2.02 C3a, please clarify what this item means; creating VLANS doesn't add any layers of security without additional firewalls and/or software. Additionally, VLANS are designed to limit broadcast traffic, not for security. This item is confusing - please clarify what you are trying to accomplish.

Answer. No further explanation is available.

8. 283600 2.02 C4b, "verifiable server certificates" expire every 2 years. Please clarify long term expectations for certificate management - for example, purchasing renewal certs and updating the certs. *SQL will cease to work if certificates expire - however self-signed certificates would not have this updating requirement.

Answer. The owner will be having systems updated regularly after warranty that is part of this project is expired.

9. 283600 2.03 4c, please expand upon and clarify what you mean by "storage locking".

Answer. No further explanation is available.

10. 283600 3.04 C9, are you asking for temporary Federation for this item? Cameras cannot exist simultaneously on 2 Genetec systems that are connected.

Answer. This is not two Genetec systems. It is one system that will be running and connected. The cameras will be moved from existing server to new server

11. 283600 3.04 E2, will staff or vendors for "other systems" be available for testing of network connectivity through the new switches? Additionally, who will be responsible to sign off on "other systems" testing?

Answer. The contractor is responsible for all this work and testing.

12. 283600 3.06 C6, Archiver Failure, from the verbiage it seems that you are expecting to spread failover among remaining servers; however, you called for a FO Archiver for the purpose of server failure. Please clarify method of Archiver failure failover.

Answer. Yes, that is confusing. The cameras shall failover to the failover archiver, not across other servers

13. 283600 3.06 B7d, more a question for after project is awarded: would like discussion regarding use of Google Earth over drawing of Site Map. How would cameras be placed accurately on a google map? This could be done if google map integration was purchased. This requires the system to connect to the internet.

Answer. This has been done previously with a PDF image of Google Earth. It can be done as part of this project

14. 283600 3.06 C6b, Threat Levels cannot be utilized to transfer cameras upon Archiver failure. Please clarify purpose/intention for Threat Levels.

Answer. Work with Genetec during configuration to determine if threat level should be used to trigger a change in recording status.

15. 283600 3.06 D, please share approximate quantity of users to assist with setting up custom views.

Answer. Ten

16. 286200 3.06 H, J, L, is there an expectation of internet, IP phones, and voice traffic on the new networks? If so, please expand/clarify.

472_21301_JBB_Baraga VMS Phase 1_Addendum 01 4

Answer. There is no expectation of IP Phones. There may be Audio distribution on the network.

17. 286200 3.06 K, Do you want to utilize Bonjour? Is the intent to restrict Bonjour? Please clarify and expand upon what is meant by "set up system to support and segment Bonjour traffic to ensure transmission of the video information".

Answer. Bonjour will not be utilized

18. Upon contract award, will templates of the different spreadsheets/documents required for closeout be provided?

Answer. Yes

19. Camera CA part # WV-S2571LN. This is not a valid part number. Please advise Answer. See TC101. Camera model is CA WV-S2572L

20. Camera CA part # WV-S2571LN. This is not a valid part number. Please advise.

Answer. See TC101. Camera model is CA WV-S2572L

21. Camera CC part # WS-S4576LM. This is a transit model camera. Just want to make sure that’s what you are looking for?

Answer. See TC101. Camera model is CC WV-S4576L

22. Camera CK has no part# and has not used in the camera equipment schedule. There is 1 CK camera on the prints. Please advise on the part# you are looking for.

Answer. See TC110. Camera model is WV-X871N

23. Print E-200 has 25 pair copper from the guard tower 1 to maintenance. How do you want this hooked up?

Answer. Terminate on 66 blocks at each end.

24. Prints TC 107 and TC108. Note #2, can you please explain what you are looking for?

Answer. WE believe this is about Note 2 which references the As-built layout 1 drawing. This instructs the contractor to provide as builts for the rack layouts.

25. In the section below: How may computers and devices are required to have the Genetec viewing software installed?

SECTION 281000 – TECHNOLOGY OVERVIEW

1.02 DESCRIPTION OF PROJECT

B. Video Security System

6. Install viewing software on owner’s computers and devices
