Big Sable Point Lighthouse Shoreline Protection - Addendum No. 1

This is Addendum No. 1 to the bidding and contract documents for the Big Sable Point Lighthouse Shoreline Protection project, issued by GEI Consultants of Michigan, P.C. on behalf of the Michigan Department of Natural Resources. The project is located at Ludington State Park in Mason County, Michigan. Due to changed site conditions and lower water levels in Lake Michigan, the scope of work has been significantly reduced from the original contract documents. The revised project scope involves replacing approximately 400 linear feet of steel sheet pile cap on the existing sheet pile wall at locations specified in the plans, with construction access via a 1.9-mile sandy gravel road through sensitive dune areas requiring minimized traffic, construction mats, and restoration of staging areas. The project bid opening date is June 8, 2022, at 2:00 p.m. Eastern Time, with final completion required within 100 calendar days from the notice to proceed. The contract award deadline is July 19, 2022. Construction is scheduled to commence on October 15, 2022, and be completed by December 15, 2022. The original shoreline armoring and riprap swale work has been deleted from this contract and will be re-evaluated for inclusion in a future separate contract.

The base bid schedule includes two items: Mobilization, Bonds, Insurance, and Permits (lump sum) and Replace Sheet Pile Cap (lump sum). Performance and payment bonds are required for all bids exceeding $50,000, and each bid must be accompanied by a five percent bid guarantee. The contract is subject to prevailing wage requirements, with the Mason County Prevailing Wage Rate Schedule (Issue Date April 20, 2022) included as an attachment. The project is funded by the Michigan Department of Natural Resources and is a state-funded construction project. Provisional and contingency allowances have been deleted from the contract documents, and the contractor is not required to include such allowances in their bid. Bidders must acknowledge receipt of this addendum and certify their compliance with Qualified Disabled Veteran and Michigan-Based Business requirements as part of their bid submission.

DATE: May 26, 2022

BID DATE: June 8, 2022

TO ALL BIDDERS BIDDING ON THE ABOVE PROJECT:

All Bidders submitting a Bid on the above Contract shall carefully read this Addendum and give it consideration in the preparation of their Bid.

Drawings, Specifications and/or Proposals are herein amended, expanded and/or modified, as hereinafter described, and become a part of the Contract Documents with same force and affect as if incorporated, therein, originally. Any contrary provisions contained, or referred to, in Drawings and/or Specifications, shall remain applicable unless overridden by this Addendum. Revised or contrary provisions herein shall not affect any other part of Contract

Documents and any deletions, additions, substitutions and/or revisions mentioned, shall include all labor, materials, methods, modifications, etc. required for complete performance of the work.

I. The following are revisions to the Bidding and Contract Documents:

A. Section DTMB-0401D, BID SUMMARY

1. Due to the change in site conditions and lower water level of Lake Michigan, shoreline armoring and protection involving placement of supplemental armor stone and the rip rap swale will not be included as a part of this project. The site will be re-evaluated to determine if protection measures are needed and if required, work will be included in a separate contract to be advertised and awarded at a date to be determined in the future.

The CONTRACTOR is invited to submit pricing for replacement of the steel sheet pile cap as a base bid in the Contract and as shown on the drawings.

Revise the Project Scope of Work to read as follows:

High water levels in the Great Lakes have damaged the sheet pile cap around the Big Sable Point

Lighthouse. Items of work include replacing approximately 400 linear feet of pile cap on the existing sheet pile wall at the locations shown on the plans.

Overland access to the site is via a 1.9-mile sandy gravel road from the Pines Campground at the end of M-116 though sensitive dune areas to the project site. Overland construction traffic along this route must be minimized. Construction mats across beach areas and restoration of staging areas and haul routes will be required.

2. Modify the Bid Schedule as follows:

• Delete Item “Shoreline Protection, Lsum” from the Bid Schedule

• Delete “Replace Sheet Pile Cap” as a bid alternate and include in the Base Bid Schedule

A PERFORMANCE BOND AND A PAYMENT BOND ARE REQUIRED FOR ALL BIDS OVER $50,000.00. EACH BID MUST BE ACCOMPANIED BY A FIVE (5) PERCENT BID GUARANTEE. BUILDERS RISK INSURANCE IS REQUIRED TO BE PROVIDED BY THE

CONTRACTOR UNLESS OTHERWISE INDICATED IN THE BID DOCUMENTS.

BIDDERS ARE ALSO CAUTIONED TO FAMILIARIZE THEMSELVES WITH ALL OF THE OTHER CONDITIONS OF THE CONTRACT.

Project Scope of Work:

High water levels in the Great Lakes have damaged the sheet pile cap around the Big Sable Point Lighthouse. Items of work include replacing approximately 400 linear feet of pile cap on the existing sheet pile wall at the locations shown on the plans.

Overland access to the site is via a 1.9 mile sandy gravel road from the Pines Campground at the end of M-116 though sensitive dune areas to the project site. Overland construction traffic along this route must be minimized. Construction mats across beach areas and restoration of staging areas and haul routes will be required.

The Bidder must figure its Base Bid on the specified, or Addendum-approved, materials and equipment only. No “or equal” or substitution proposals will be permitted after Bid opening, except as provided in the General Conditions.

Addenda: Bidder acknowledges receipt of Addenda: No. dated: , No. dated: No. dated:
