About this file

This is Solicitation Addendum No. 1 issued by the Beaverton School District's Business Services Procurement and Contracting department for ITB 25-0025, addressing the Southridge High School Flooring Replacement Phase 1 & Phase 2 project. The addendum clarifies specifications and product substitution requests submitted by bidders. Phase 1 construction is scheduled to commence June 15, 2026, with substantial completion by August 7, 2026, while Phase 2 is scheduled for summer 2027, commencing June 14, 2027, with substantial completion by August 6, 2027. The project involves removal and replacement of carpet flooring with new carpet tiles in classrooms and luxury vinyl tiles (LVT) in non-classroom areas including corridors, stair landings, and common spaces, along with subfloor preparation and finishing work. The original bid deadline was April 23, 2026, at 2:00 PM Pacific Time, with a non-mandatory pre-bid conference held April 6, 2026. Bids were to be submitted via OregonBuys.gov with opening occurring immediately thereafter.

The addendum specifically addresses two product substitution requests that were not approved: Amtico Signature Collection Wood LVT and Mannington Wild Horizons GT366 LVT. A bidder questioned the specification for a 20-mil wear layer LVT, suggesting it was problematic for high-traffic school corridors and proposing a 40-mil wear layer Mannington Amtico LVT alternative for extended wear life. The District rejected this recommendation and confirmed that the 20-mil wear layer specification remains unchanged. Bidders were required to acknowledge receipt of this addendum on the Bidder Certification form, and failure to do so could result in bid rejection. All other project requirements, including prevailing wage compliance, insurance coverage mandates, background check requirements, the 15% disadvantaged and minority business participation goal, 5% bid bond requirement, and retention of 5% on progress payments remain in full force and effect as outlined in the original ITB.

CLARIFICATION/REVISIONS:

Substitution Request: Amtico Signature Collection | Wood – Not Approved

Substitution Request: Mannington, Wild Horizons GT366 – Not Approved

QUESTION: The Specified 20-mil weal layer LVT is a problematic long-term selection for a high traffic-heavy use high school corridor. We strongly suggest changing the Spec to the 40-mil wear layer Mannington Amtico LVT to provide a much longer wear life as needed for a public facility.

ANSWER: Not approved. Wear layer specification to remain 20-mil.
