About this file
This is Addendum #1 to the Phase 3 Improvements project at F.J. McLain State Park, issued by Sanders & Czapski Associates, PLLC on behalf of the Michigan Department of Natural Resources. The addendum clarifies and revises information in the original Project Manual and Drawings, and all bidders were required to acknowledge receipt on their Bid Forms. A mandatory pre-bid meeting was held on April 26, 2022, at 3:00 PM ET via Zoom, with attendance from 18 representatives from various electrical, construction, and plumbing firms, as well as state agency personnel. The addendum addresses three primary areas: addition of Section 02 41 43 for Well Abandonment specifications; modifications to Sheet A1 regarding propane stove venting through the existing chimney with approval of Napoleon Knights Bridge GDS60-1NSB as an equal alternative to the Vermont Castings stove; and clarification of sidewalk and plaza dimensions on Sheet A2 per attached Sketch Ad1-1. The addendum also corrects an error on Sheet E2, noting that an outlet shown as existing on the east wall of the "Oaks" cabin does not exist and must be included as new work.
The Well Abandonment specifications require work to be performed by a Michigan-registered well drilling contractor in compliance with Part 127, Act 368 P.A. 1978, and local county health department requirements. Plugging materials include neat cement slurry, concrete slurry, granular bentonite/polymer slurry, or coarse-grade bentonite, with specific mixture proportions detailed in the specifications. The addendum includes well logs for two existing wells (Well ID 31000000372 and 31000000373) located adjacent to the well house that are scheduled for plugging and abandonment. Both wells are 6-inch diameter steel casing with depths of 55 feet and 54 feet respectively, equipped with Grundfos submersible pumps installed in 2014. The contractor must maintain complete written records of the plugging operation and submit a completed well plugging report to the Project Manager; payment shall be withheld until the report is approved.

1.2 SUBMITTALS
A. Product Data: Submit product data on material used to plug well.
B. Well Abandonment Form: Upon completion of The Work, submit a copy of the well abandonment form completed for the local county health department. If not required by the local county health department, submit the following information:
1. Plugging method used.
2. Quantities of plugging material used.
3. Description of unusual conditions encountered during plugging, such as excessive volume of grout materials, leakage of exterior casing, etc.
4. Statement that casing was pulled or left in place.
1.3 QUALITY ASSURANCE
A. Well plugging shall be performed by a well drilling contractor registered in the State of Michigan, who shall comply with all applicable rules, regulations and guidelines published by the State of
Michigan, Department of Environmental Quality and local county health departments for well abandonment.
PART 2 - PRODUCTS
2.1 MATERIALS
A. Plugging Materials: Plugging material shall conform to one of the following types:
1. Neat cement slurry – a mixture of one bag (94 pounds) of Type 1 Portland cement to not more than six gallons of clean water. Two to four pounds of CaCl per bag can be added as an accelerator.
2. Concrete slurry – a mixture of one bag (94 pounds) of Type1 Portland cement to an equal amount of dry sand to not more than six gallons of clean water.
Phase 3 Improvements - F.J. McLain State Park File No. 751/16043.JBB Index No. 51240
WELL ABANDONMENT 02 41 43 - 2
3. Granular bentonite/polymer slurry – a mixture of course-ground (8-20 mesh) granular sodium bentonite and slurry composed of a non-toxic, non-fermenting liquid polymer and clean water.
The grout shall be prepared with the following proportions: 1 quart EZ-Mud per 100 gallons of water, or 0.2 pounds of Quick Gel per pound of water, to which Benseal is added at 1.5 pounds per gallon of slurry; or 3.5 pounds of Volclay UHS and 2.1 pounds of Volclay per gallon of water.
4. Coarse grade, bentonite – crushed high swelling sodium bentonite: the minimum particle size shall be ¼ inch in diameter.
B. Other plugging material shall be as approved by the Michigan Department of Environmental Quality prior to use.
PART 3 - EXECUTION
3.1 GENERAL
A. Unless otherwise specified, abandonment of the existing well shall take place after construction of the replacement water supply system to minimize Owner disruption.
B. Prior to plugging the well, make appropriate measurements to verify the well depth.
C. Maintain a complete and accurately written record of the plugging operation. The information to be recorded shall include the type of plugging material used, volume of material used, and method of placing the plugging material into the well. Such written record shall be available for inspection on site at the request of the PSC. Submit the completed well plugging report to the PSC. Payment to the Contractor shall be withheld by the Owner until the plugging report has been submitted and approved by the PSC.
D. Obtain water necessary for preparing the slurries and convey it in a clean, sanitary container.
E. Remove all materials from the well which may hinder its proper abandonment. This shall include pumping equipment, drop pipe, and packer jets. Removal of bremer check valves is not required.
F. Remove casing and screen.
G. Follow guidelines of Act 399, P.A. 1976 for abandoning flowing wells, wells containing gasses and wells in rock formations.
3.2 PLUGGING PROCEDURES
A. Slurry Mixture and Pumping: To avoid segregation or dilution of the sealing materials, place neat cement slurry, concrete slurry, or granular bentonite/polymer slurry into the well by pumping down a
1 inch I.D. minimum tremie pipe which has been placed with the discharge end at the bottom of the well. Use steel tremie for abrasive slurries. Determine the amount of slurry required to plug the well and apply slurry in one continuous operation until well is filled. Slowly raise the tremie pipe while the slurry is applied, keeping the end of the tremie pipe submerged in the slurry are all times.
Equipment used for pumping cement or bentonite slurries shall be of the diaphragm, piston or helical type. The volume of the slurry mixing tank shall be greater than the volume of the slurry required to plug the well in enable single-batch mixing of the slurry.
Phase 3 Improvements - F.J. McLain State Park File No. 751/16043.JBB Index No. 51240
WELL ABANDONMENT 02 41 43 - 3
B. Cement Slurries: Prepare neat cement or concrete slurries by adding cement or sand-and-cement to the calculated required volume of clean water. Recirculate the mixture through the pumping equipment until it is adequately mixed and free of lumps, then immediately pump into the well before initial set of the cement occurs.
C. Bentonite/Polymer Slurry: Mix granular bentonite/polymer slurry by adding the liquid polymer to clean water and circulate the mixture through the pump and back into the mixing tank. After adding enough polymer for proper proportion, stop the circulation pump. Spread granular bentonite evenly over the surface of the mixing tank while a paddle-type mixer, shovel, or hoe is used to mix the bentonite. Continue mixing until the slurry is free of lumps. Immediately pump the slurry through the tremie pipe into the well before the bentonite granules are extended.
D. Coarse Grade of Pelletized Bentonite: Slowly pour coarse grand of pelletized bentonite into the top of the well to avoid bridging of material in the casing of borehole. Place pellets of coarse bentonite into the well either by the handful or by scoop with a volume no larger than one cup, or by pouring at an even rate not to exceed five (5) minutes per fifty (50) pounds of material. Fine bentonite particles which accumulate in the bottom of the shipping container shall not be used. Place a work pipe or weighted drop string in the well and measure the height of the accumulated plugging material after each fifty (50) pounds of bentonite is placed in the well. If the measurement indicates that bridging of the plugging material has occurred, run a work pipe, drillrods, or other weighted device into the casing to break the bridge, and continue plugging operation until the bentonite appears at the surface.
Finally, place water into the casing to promote the expansion of the bentonite above the static water level.
3.3 CASING REMOVAL
A. Remove casing by applying a lifting force to the casing with the drilling rig, jacks, jarring head, or trip casing spear or a combination of the above methods. In overburden, remove the plugging material by applying a similar lifting force to the casing. In overburden, place the plugging material into the well after the screen is removed and prior to the removal of the casing so that the plugging material is in contact with the formation as the casing is being pulled. After 48 hours, return to the plugged hole and refill depression caused by settling grout material.
3.4 RESTORATION AND CLEANUP
A. Site Restoration: Restore the site to a condition that reasonably approaches the original condition of the property prior to the start of The Work. After pits are backfilled, grade the disturbed area to pre-existing ground contours. Provide topsoil, seed and mulch as necessary, to restore damaged areas to their original condition. See Section 32 92 00, Turf and Grasses.
B. Site Cleanup: Upon completion of The Work, remove from the premises all materials, debris, tools and machinery, plugging material, grease, or other materials which have accumulated on structures around the premises.
