About this file
This is Addendum #1 issued by Heard County, Georgia on February 27, 2023, clarifying specifications for the Heard County RFB for Asphalt Resurfacing on Multiple Roads, originally issued February 8, 2023. The addendum provides detailed technical specifications for five road projects: New Hope Road (1.75 miles), Welcome Road (3.4 miles), Gum Creek Road (0.34 miles), Glover Road (0.05 miles), and Bob Purgason Road (3.5 miles). Each road requires a 12.5mm wear course and 9.5mm leveling course of asphalt with specific tonnage requirements per yard, plus striping. The critical completion deadline is October 1, with temporary pavement markings to be installed immediately followed by final markings after 30 to 45 days of curing. Contractors must use shuttle buggies on all roads except Gum Creek and Glover Roads and are authorized to use portable advanced warning signs and run-outs to adjacent side roads for pavement tie-ins. The county retains responsibility for shoulder maintenance and signage.
The addendum clarifies that the Notice to Proceed timing is flexible, with the primary constraint being project completion by October 1. Contractors may extend the overall project duration beyond the initial schedule to accommodate final striping after asphalt curing, provided paving work is completed by the deadline. A signed acknowledgement of the addendum must be attached to all contractor responses. The document requires vendor information including company name, address, email, authorized signature, printed name, and title on the acknowledgement form.

Q2. Does the County expect the Contractor to install/maintain/remove Low/Soft Shoulder
Signs? If so, will these signs remain the property of the County?
A2. County will be responsible for shoulders and signs
Q3. Are we to assume that you want the Contractor to install Temporary Pavement Markings on the Final Surface and then wait 30-45 Days to allow the new Asphalt to cure out before the final pavement markings are applied? If this is the case then the overall completion duration may need to be extended.
A3. Contractor to install temporary markings. Paint after 30 - 45 days. Overall duration can be extended but paving must be completed by 1 Oct.
Q4. Does the County expect the Contractor to utilize a Shuttle Buggy for the placement of any of the asphalt? If so, which roads and which mixes will a Shuttle Buggy be required?
A4. Shuttle Buggy to be used on all roads EXCEPT Gum Creek Rd and Glover Rd.
Q5. Could the Notice to Proceed (NTP) be delayed to later in the Summer 2022 to allow for us to try to fit this project into our 2022 paving schedule? If not then when would you expect to issue the NTP?
A5. Most important date on NTP is completion. Paving to be completed by 1 Oct.
Q6. Can the Contractor use Portable Advanced Warning Signs during the paving operations?
A6. Yes
Q7. Will the Contractor be allowed to Run the Gate out on adjacent Side Roads and Driveways for the new pavement tie ins?
