About this file
This document is an addendum to a Request for Proposals (RFP) issued by Spalding County, Georgia for Master Planning Services for Spalding County Parks and Leisure Services. The RFP requests proposals for developing a comprehensive master plan for the county's parks and public grounds facilities, including an inventory, maintenance plan, visual design concepts, and cost estimates for 8 parks, a standard neighborhood park, and a splash pad. The respondents are not required to submit the fee in a separate envelope or on a USB, and the cover, cover letter, and table of contents do not count towards the 20-page limit. The county requires the respondents to provide a Certificate of Insurance and information on the overall financial stability of the firm to demonstrate their ability to successfully deliver the final product.
The county is looking for the respondents to provide full-color concept renderings for the visual design components, but not construction plans. The respondents are required to provide conceptual costs for implementing the master plan over 3, 5, and 10-year periods, but not construction documents. The county will assist in coordinating stakeholder interviews and identifying stakeholders, but will not run the meeting operations.

RE: Addendum No. 1, dated February 22, 2024
This Addendum modifies the original RFP documents dated February 6, 2024
This Addendum consists of THREE (3) pages.
Add. 1.1 Q: Should the fee be submitted in a separate envelope?
A: It is not required; it can be included in the overall package.
Add. 1.2 Q: Should the fee be included on the USB?
A: It is not required to be on the USB, it should be provided in writing in a sealed envelope.
Add. 1.3 Q: Do the covers, cover letter, and table of contents count towards the 20-page limit?
A: No
Add. 1.4 Q: Do we need to include an insurance certificate in our proposal or just address how much professional liability we carry?
A: YES, a Certificate of Insurance should be included.
Add. 1.5 Q: The RFP requests us to show the “overall financial stability of the firm as determined by financial information required by the RFP and/or other sources”. What is the County looking for us to provide to show our financial stability?
A: Stability should relate to a positive history of successfully and continually providing and delivering the final product for their customers.
Add. 1.6 Q: Maintenance plan: Public Grounds handles all park maintenance. You are only including the parks and not all public grounds, correct?
A: It will include developing an inventory of Public Grounds facilities. The inventory would be used to develop the maintenance plan and schedule as park crews also maintain public grounds. They are integral to each other.
Add. 1.7 Q: Does the county have an adopted Greenway Plan?
A: No
Add. 1.8 Q: When was the last parks and recreation master plan completed?
A: 2008
Add. 1.9 Q: Will County staff coordinate the stakeholder interview schedules and location?
A: We will assist in the booking of the facilities and assist in identifying stakeholders. We will not coordinate and run the meeting operations.
Add. 1.10 Q: Define ‘Visual design Concepts” in terms of the graphics expected, and the level of completeness of the design.
A: Full-color concept renderings. Not construction plans
Add. 1.11 Q: We count 8 parks and a gym as part of the Visual Graphics plans.
A: Correct, should not be a limiting factor in your creativity and development for the remaining items.
Add. 1.12 Q: Define ‘Standard Concept for a Neighborhood Park,” both in graphics presentation and design level completeness.
A: Depending on what your findings are that will be generated from studying the overall system A neighborhood park would be a park accessible to a portion of the community that does not have direct access to a major facility. Based on your inventory what would those basic needs be? A visual conception plan based on an aerial approach or other graphics you deem necessary to portray the vision. Should be limited to concept and general completion costs.
Add. 1.13 Q: Define the ‘Splash Pad,” Concept both in graphics presentation and design completeness.
A: This should be based on the need desired during the stakeholder-finding meetings. Visual depiction at a minimum should be of an aerial approach. General concept level design and cost estimate. Not a construction plan.
Add. 1.14 Q: Are we to cost estimate all 8 parks, standard neighborhood park, and splash pad as part of the total cost estimate for implementing the Master Plan?
A: Yes, utilizing conceptual costs to include in the 3, 5, and 10-year plan. We are not looking for construction documents.
Add. 1.15 Q: Field surveys are required for CDs. Have these been done, or will they be done during the planning process?
