About this file
This document is Addendum 03 issued by the Henderson County Public Schools Board of Public Education for RFP 2026-01, a District Phone System Upgrade procurement. The addendum provides detailed responses to six vendor questions regarding the district's current telecommunications infrastructure, aimed at helping potential bidders understand the scope and technical requirements of the proposed phone system upgrade. The document covers specifics about existing intercom systems, internet connectivity, network infrastructure, and intra-district communication needs.
The vendor questions reveal that Henderson County Public Schools currently uses Dukane Carehawk intercoms, a Grandstream ATA, Cisco 2960x, 9200, and 9300 switches, and has a 5 gig fiber internet circuit from MCNC without redundancy. The district requires unlimited domestic outbound calling and seeks a solution that will allow all 27 locations to have interconnected phone extensions, with the ability to port existing numbers and create a comprehensive dial plan. All new handsets will have extensions callable from any district location, and the system must integrate with existing infrastructure while providing emergency communication capabilities across administration and school sites.

VENDOR QUESTIONS
1. To facilitate your request for “Intercom/Paging for Emergency Alerts”, what are the makes and models of the current voice systems used for the rest of the School District, including the classrooms? If they are premises-based, are they currently using SIP Trunks? ANSWER: We have Dukane Carehawk intercoms. An “ATA” will have to be used to tie into the intercoms. We currently use a Grandstream.
2. To help get the per-seat price as low as possible, what’s the estimated total for minutes of use for domestic outbound calls, both local and LD? ANSWER: UNLIMITED
3. What is your current Internet Access methodology and bandwidth? Do you have any redundancy?
ANSWER: Our internet is currently a 5 gig fiber circuit provided by MCNC. There are currently no redundant links for that connection in our data center.
4. How are all the School District buildings connected (Intranet) for data? ANSWER: All of our schools are connected via fiber optic lines with all other schools as well as our Central office, Data Center, Maintenance, and Bus Garage.
5. What makes and models are the current PoE switches used in your facilities? ANSWER: We are currently using Cisco 2960x, Cisco 9200, as well as Cisco 9300 switch where we have poe available.
6. How are intra-district calls going to be made? When someone in Administration wants to speak with the principal of one of the schools, will those calls be 10-digit dialed? If not, we must create a dial plan for the new and existing phone systems. How will the Administration offices be notified in an emergency at one of the schools? ANSWER: All new handsets will have extensions that can be called from any of the 27 locations listed in the RFP. We will port all of the current numbers listed in the RFP so these numbers will have the 10 digit outside lines along with an extension that can be dialed inside the district.
NOTE: This addendum becomes a part of the bid package and should be and attached to your proposal submission.
