About this file
This is an Addendum #02 (Questions and Answers document) for RFP 26-003 issued by Flint Community Schools for custodial and general maintenance services. The RFP seeks a single contractor or multiple vendors to provide comprehensive facility maintenance services across the district's schools and administrative buildings. Services include custodial operations, general maintenance, equipment repairs, ground and parking lot maintenance, window cleaning, snow removal, and moving/material transport services. The district currently operates approximately 40 custodial staff and 6 maintenance staff across multiple facilities with a total cleanable square footage detailed in Appendix D, primarily comprising VCT flooring with minimal carpet and various other surfaces. The contract term is two years with an optional three-year renewal based on contractor performance. Key staffing requirements include one State of Michigan Licensed Mechanical Contractor, one Licensed Plumber, one Licensed Electrician, one Licensed Builder, one Certified Locksmith, and at least two General Maintenance workers. The district maintains central maintenance office and warehouse space adjacent to Southwestern Classical Academy, with small storage closets available at each facility.
The current contract value is $2,600,000 over the stated term, with custodial services budgeted at $1,992,322.56 and maintenance services at $582,677.44, representing the estimated 2024-25 total contract. The incumbent contractor is CSM/Nawa. The district will provide all consumables including cleaning chemicals, paper products, filters, trash liners, hand sanitizer, and ice melt, while the contractor must supply all tools, equipment, vehicles, snow removal equipment, and parts for repairs under $3,000. Boiler maintenance and major repairs exceeding $3,000 will be outsourced by the district. The district requires one Account Manager available by phone 24/7, year-round, and mandates FBI fingerprinting and background checks for all staff at the contractor's expense. No specific MBE/DBE/SBE/HUB participation goals are designated. Contract pricing adjustments follow no specific inflation methodology, and resident and non-resident bidders are evaluated on identical criteria without preference.
