The addendum clarifies bidder inquiries and confirms that the treatment plant can accommodate full truckload deliveries of 40,000 pounds. Bids are due Wednesday, June 17, 2026, at 2:00 PM EST. The contract is an Indefinite Delivery/Indefinite Quantity arrangement for 110,000 pounds of chemical to be packaged in 50-pound moisture-proof, multi-wall paper bags compliant with AWWA standard 8502-11 and carrying NSF and/or UL certification. All deliveries must be made to Lake Kilby Water Treatment Plant in Suffolk, Virginia within 14 calendar days of order receipt, Monday through Friday between 8:00 AM and 2:30 PM EST, with minimum shipments of half truckload (21,000 pounds). The initial contract term runs two years from July 1, 2026, through June 30, 2028, with three optional one-year renewal periods available. Award will be made to the lowest responsive and responsible bidder based on grand total pricing submitted on a per-ton basis.

Bidders must meet mandatory good faith efforts documentation requirements for Minority-Woman Owned Business (M/WBE) participation and earn a minimum of 90 points across 12 evaluation categories to have proposals considered responsive. Payment terms require invoices 30 days after receipt of proper invoice or delivery, whichever is later. Price escalation is permitted at renewal periods only, based on CPI-U indices for Other Goods and Services, with 90-day advance notice required. Each delivery must be accompanied by two OSHA-specified chemical warning signs, one Material Safety Data Sheet, and certificates of compliance with NSF/UL certification documentation.
