About this file
This is an Addendum #02 to a solicitation issued by the West Virginia Department of Environmental Protection (DEP) for an Abandoned Mine Lands (AML) Bat Survey at the Fairmont Gateway Connector Portals. The solicitation (ARFQ DEP2200000092) requests a fall 2022 bat survey of seven mine portals to determine whether they can be sealed off. The seven portals are located near Interstate 79 Exit 136 in Marion County near Fairmont, West Virginia, within close proximity to each other (1-2 minutes walking distance) along State Route 273. The portals range in opening sizes from 18" x 30" to 4' x 15" and are part of the 1927-era Consolidation Coal Company Mine No. 57 in the Pittsburgh coal bed. The portals are located within 50 feet of sidewalks and heavily traveled roads, and the site poses safety concerns due to unstable faces with continuing rock fall, requiring proper safety procedures during surveys. The purpose of this addendum is to publish vendor questions and responses and distribute additional documentation including an OSM-51 Abandoned Mine Lands Local Concern Report.
The addendum addresses critical vendor inquiries regarding portal accessibility, dimensions, connectivity, and sampling methodology. According to the Phase I Portal Assessment conducted on July 17, 2020, the portals are organized into two sets of workings with portals 6, 7, 8, and 11 located south of SR-273 and portals 19, 20, and 22 located north of SR-273 or east of the I-79 ramps. All surveyed portals are identified as suitable bat habitat with internal air temperatures cooler than external conditions and directional airflow patterns favorable for bat occupancy. The assessment indicates that portal 6, 7, and potentially 8 and 11 are connected, requiring synchronized sampling on a single night per U.S. Fish and Wildlife Service guidelines. Portal 22 branches into two mine shafts. All bidders are required to acknowledge receipt of all addenda, including this Addendum #02, and submit the Addendum Acknowledgement with their bid to avoid potential disqualification.

ARFQ DEP2200000092 AML Fairmont Gateway Bat Survey Vendor Questions
1. How close together all the portals are located? Are they all within 10 minutes walking distance of each other?
A. Location map in OSM51. They are within 1-2 minutes of each other.
2. What are the dimensions of the portal openings?
A. Refer to the OSM-51
3. Has sampling been conducted on these portals previously? The solicitation notes these portals are known to harbor bats; however, an idea of what species were detected and when those detections occurred will aid understanding the likelihood of detecting additional individuals in fall 2022.
A. No. Nowhere should it say the portals are known to harbor bats. Phase 1 survey lists some portals have the potential for bat habitat. These are the portals that need surveyed.
4. Are any of the seven portals connected? Current U.S. Fish and Wildlife Service guidelines require all connected portals be sampled on a single night.
A. We assume there are two sets of workings, and portals within each working are connected.
5. What is the arrangement of the seven portals? Portals that are close to each other are frequently sampled on the same night for a reduced cost.
A. Refer to OSM-51 & map
6. What is the purpose of the sampling effort? Most portal sampling is completed to determine whether a portal can be closed. However, ESI has also completed sampling for population monitoring and to determine if bat-friendly gating should be installed.
The purpose of sampling helps drive intensity of the sampling effort.
A. To determine if the portals can be sealed off. The face-up is unstable, and engineers do not feel comfortable subjecting contractors to falling debris while installing the bat gates.

ADDITIONAL PERCEPTIONS of the PROBLEM: Open mine portals were discovered while in the area.
Construction of the Fairmont Gateway Connector, an interchange at Exit 136 of I-79, exposed mine openings to the view of the public. No hazardous gases were detected at the openings on 10/22/2015.
These openings were part of the 1927 era Consolidation Coal Company, Mine No. 57, in the Pittsburgh coal bed. Sidewalks and/or heavily traveled roads are within 50 feet of the openings. Trash (bottles, cans, etc.) indicate visitation.
Note: These portals are very unstable and rocks continue to fall. Proper safety procedures will be of the utmost importance during surveys.
