About this file
This Addendum 1 document, issued June 3, 2026, by the Oregon Military Department's Joint Force Headquarters, clarifies requirements and answers stakeholder questions for RFP W912JV26C3002 regarding Washington Ground Squirrel habitat restoration services at the Boardman site in Morrow County, Oregon. The addendum memorializes clarifications provided during the May 27, 2026 Pre-Offer Conference and formalizes responses to questions submitted during the open Request for Information period ending June 3, 2026 at 2:00 PM. The contract term extends through June 30, 2031, with the Agency anticipating intermittent and seasonal restoration activities rather than continuous field work throughout the entire period. The addendum specifies that for Phase II habitat enhancement covering 112 acres within Work Area 1, offerors should assume existing shrub plantings are generally viable, and mandatory supplemental shrub planting is not included in the required scope; however, if future site assessments indicate such work is necessary, it may be separately authorized through contract amendment using unit pricing from Attachment E. Regarding vegetation management, offerors may propose treatment of invasive vegetation, including cheatgrass, as necessary to support achievement of restoration success criteria, with flexibility in determining methods, timing, and frequency.
The addendum addresses administrative requirements clarifying that an Oregon Business Registry Number is not required at proposal submission but must be obtained prior to contract execution if the offeror is selected for award. Attachment B (Disclosure Exemption Affidavit) is only required if an offeror claims exemption from disclosure under Oregon Public Records Law and submits a redacted proposal. Attachment F (COBID Certification/Outreach Plan) is not required for proposal submission but may be requested from the apparent successful offeror prior to contract execution. Offerors must acknowledge receipt and understanding of this addendum and submit the acknowledgment with their proposal; failure to acknowledge may result in offer rejection. Protests regarding any changes to the RFP made by this addendum must be submitted in written form via email to the Single Point of Contact no later than 2:00 PM Pacific Time on June 5, 2026.
