About this file

This document provides a code and criteria review for a federal contract opportunity to repair BE Admin and Shops buildings 4210 and 4211 for the Florida Air National Guard. The review identifies no required changes to previously submitted civil, structural, architectural, mechanical, plumbing, telecommunications, or electrical engineering documents. For fire protection engineering, the review recommends updating the reference to UFC 3-600-01 on sheet F-003 to reflect the current change. For electrical engineering, changes to lighting requirements and controls in some areas would be needed to comply with updated ASHRAE 90.1 and UFC 3-530-01.

The related federal contract opportunity is a solicitation set aside for small businesses to award a firm fixed price contract for repair services. The North American Industry Classification System code is 236220. The pre-bid conference will take place on January 26, 2024 and site visits will follow. The contract duration is 300 calendar days after notice to proceed and the magnitude of construction is estimated between $5,000,000 to $10,000,000.

Mechanical and Plumbing Engineering Summary

We find there are no significant changes to the applicable current code and criteria requiring modifications to the Mechanical and Plumbing Engineering documents within the Type B-3 Submittal. The project is designed as compliant with current code and criteria.

Fire Protection Engineering Summary

The following summarizes the Code and Criteria changes for Fire Protection Engineering:

UFC 3-600-01 Fire Protection Engineering for Facilities; Change 6, 6 May 2021.

Most changes are revisions in UFC 3-600-01 that address the authority over some fire protection features, scoping regarding branch-specific guidelines, and expanding definitions. UFC 3-600-01 Change

6 scopes in the latest editions of the NFPA standards. A notable change in NFPA 13 Chapter 19 moved away from the use of density/area curves for the standard occupancy classes to a single-point density option for new systems.

Per UFC 3-600-01, Change 6, the following list outlines the changes as they relate to the project:

• Included a new section 10-7 for Accessible Means of Egress

• Section 1-4.2.2 changes the authority over features in excess of the requirements in UFC from the “Authority Having Jurisdiction (AHJ)” to a Component Fire Protection Engineer (CFPE)” along with an expanded definition of a CFPE in Section 2-1.4.

• Section 1-4.2.5 notes that the Air Force issues specific technical guidelines (Air Force Guidance

Manual (AFGM)) that expand the requirements of the UFC.

• Section 2-1.2 provides the definition of “Ammunitions and Explosives.”

• Section 9-7.6.3 states that the Air Force permits the use of CPVC and other listed plastic sprinkler pipe in any occupancy in which an approved listing exists when installed in strict accordance with the approved listing.

Code and Criteria Review

Project Number: CYQL152003 Repair BE Admin & Shops

• Section 10-7 is a new section regarding the Accessible Means of egress – all exits of both buildings are considered accessible as they open to grade and the building is a single story. Both buildings are compliant.

The Type B-3 Submitted Code Sheet F-003 lists the project as complying with UFC 3-600-01 (Change 4, 7 February 2020). This standard has since been updated with to Change 6, published 6 May 2021. We recommend this reference be updated on this sheet. Other than this sheet, we find there are no significant changes in the building codes and NFPA standards requiring modifications to the Fire

Protection documents within the Type B-3 Submittal. The project is designed as compliant with current code and criteria.

Electrical Engineering Summary

The following summarizes the Code and Criteria changes for Electrical Engineering:

ASHRAE 90.1 Energy Standard for Buildings Except Low-Rise Residential Buildings (IP) 2022

UFC 3-530-01 Interior and Exterior Lighting Systems and Controls; Change 09 February 2023

The changes and updates to ASHRAE 90.1 & and UFC 3-530-01 do affect lighting requirements within the scope of this project. To be in compliance, lighting fixtures in some areas will require change. The lighting layout as designed would require reanalyzing. Lighting controls in some areas require change to provide additional AUTO&MANUAL-ON/AUTO&MANUAL-OFF controls.

Telecommunications Engineering Summary

We find there are no significant changes to the applicable current code and criteria requiring modifications to the Telecommunications documents within the Type B-3 Submittal. The project is designed as compliant with current code and criteria.
