About this file
This document is Addenda No. 2 for a Request for Proposal (RFP) 09232025 issued by Mt. Hood Community College (MHCC) for Professional Services and Related Project Management Services. The addendum provides vendor questions and answers clarifying key details about the RFP, including project timelines spanning three to five years with construction bid processes for multiple projects. The document indicates that proposers should provide a high-level scope and approach summary for the Head Start project, which can be included as a clearly labeled appendix section. The page limit for proposals has been updated from 10 to 15 pages.
The addendum also addresses a technical requirement clarification, specifically noting that a registered civil engineer is not a mandatory minimum requirement for proposal submission, contrary to an earlier statement in the RFP. Proposers are directed to the MHCC Bond webpage (https://www.mhcc.edu/bond/index) for estimated project timelines, and are advised that a high-level project summary with cost estimates would be sufficient for the Head Start project at this stage, with the option to expand details later as the project moves forward.

VENDOR QUESTIONS AND ANSWERS TO QUESTIONS
Q1 - What is the anticipated schedule for bidding and construction of this project?
Answer: There will be various construction bid processes for different projects over the next three to five years. There is an estimated timeline of when projects will begin on our Bond webpage https://www.mhcc.edu/bond/index .
Q2 - Could MHCC please clarify whether proposers should include a fully developed, separately identified section for the Head Start project within this RFP response, or if a high-level scope and approach summary (with the option to expand later) would be sufficient until the project moves forward?
Answer: A high-level scope and approach summary with cost (estimate) would be sufficient.
Q3- If the Head Start project is to be included in the primary submission, could MHCC confirm whether that content will count toward the ten-page limit, or if it may be provided as a clearly labeled section in the appendix?
Answer: A clearly labeled section in the appendix. Please keep in mind that the page limit is now 15 pages.
Q4- The RFP states a registered professional engineer is required. Section 3 doesn’t indicate the need of a registered civil engineer. Is this truly a minimum requirement of the RFP in order to propose?
Answer: No, this is NOT a requirement. We apologize for he mistake.
