Addendum I - Specification Revision Summary

This is an Addendum I specification revision document issued by the Florida Department of Agriculture and Consumer Services for the Tate Hell State Forest Roadside Ditch Debrushing procurement (ITB FFS 25-26-45). The addendum extends the project completion deadline and contract period. The solicitation seeks competitive bids for masticating and mulching services along approximately 45 miles of roadside ditches in Tate's Hell State Forest, Franklin County, Florida. Contractors must remove brush, shrubs, small trees under six inches in diameter, and titi vegetation down to three inches or less, with capability to masticate or mulch a minimum of 7.5 miles per week. A mandatory site visit was scheduled for November 19, 2025, at 10:00 a.m., with sealed bids due December 1, 2025, at 5:00 p.m. and public bid opening on December 2, 2025, at 10:00 a.m. Through Addendum I, the contract completion date was revised from December 31, 2025, to February 28, 2026, with the contract period extending from purchase order execution through the revised February 28, 2026 deadline.

The addendum modifies Sections 2.4 and 2.6 of the original specifications to reflect the extended timeline for project completion and equipment mobilization requirements. Contractors remain responsible for all debris removal and disposal at their own expense and must maintain a competent foreman onsite throughout project execution. The procurement requires comprehensive insurance coverage including $1,000,000 general liability per occurrence, $2,000,000 aggregate, $300,000 automobile liability, and workers' compensation insurance compliant with Florida law. Award will be made to the lowest responsive and responsible bidder based on Grand Total Price, with the Department intending a single award. Bidders must submit site visitation certification, professional references, acknowledgment forms, price sheets, federal funds certifications, drug-free workplace certification, and vendor certification forms. Protests must be filed with the Department's Agency Clerk in accordance with Florida Statutes Chapter 120.
