About this file

This is a Pre-Demolition Hazardous/Regulated Material Report prepared by DLZ Michigan for the City of Detroit Demolition Department regarding a residential demolition project at 12015 Ohio, Detroit, Michigan 48204. The property is a two-family flat built in 1923 with 1,008 square feet across two floors and a brick foundation. The engineering survey, conducted on October 28, 2025, identified significant structural deficiencies including water damage to the second floor balcony and roof, structural damage to a collapsed garage, and severe first-floor rot rendering multiple functional spaces completely inaccessible. The survey documented six exterior areas (EA-001 through EA-006) and three functional spaces (FS-001 through FS-003), all rated as completely inaccessible due to water or structural damage. Laboratory analysis of 43 material samples collected during the survey was completed between November 3-4, 2025, with results delivered by November 4, 2025.

The laboratory analytical results, performed using polarized light microscopy (PLM) methodology in accordance with EPA methods, detected asbestos in only two samples: samples 24 and 24A, which contained 3.00% Chrysotile asbestos, identified as a "Positive Stop" requiring remediation before demolition. All other samples tested negative for asbestos. Materials identified included calcium carbonate skim coats, grey plaster with quartz, red brick with clay and quartz composition, grey and off-white mortar, tan and cream door and window caulk (totaling 549 linear feet across 34 units), black house wrap, tar-based shingles, and grey concrete. Additional hazardous materials documented in the engineering survey included one battery found in a toy car in exterior area EA-01 and three tires located in exterior areas EA-03 and EA-06. No Professional Asbestos Modeler (PAM) was required based on material type accessibility.

PEL Laboratories is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP) 600205-0, for performing polarized light microscopy (PLM) analyses under methods known as App. E to Sub. E of 40 CFR Part 762 and EPA/600/R-93/116. This report must not be used to claim product endorsement by NVLAP or any other agency of the U.S.

Government. These results relate only to the samples tested and must not be reproduced, except in full, without the approval of the laboratory. Although PLM analysis is commonly performed to determine the presence or absence of asbestos in building materials, the EPA methods acknowledge that analysis by PLM is subject to limitations and for certain materials, such as vermiculite and vinyl floor tiles, a more sophisticated methodology may be necessary.
