About this file
This is a Post-Abatement Verification Statement and Hazardous/Regulated Materials Quantity Sheet prepared by Environmental Testing & Consulting, Inc. for the City of Detroit Demolition Program regarding property located at 12015 Ohio, Detroit, Michigan 48204. The document certifies the completion of abatement activities at the residential demolition site and identifies all hazardous materials that were removed or remain on the property. Curtis DeBellefeuille, the assigned inspector, verified that all safely accessible regulated asbestos-containing materials and other hazardous/regulated materials have been abated or removed from the site as of the post-abatement inspection date of February 6, 2026. The abatement contractor, City Abatement Services, removed the following materials: 464 linear feet of tan window caulk, 75 linear feet of cream door caulk, 1 battery, and 3 tires. The site was cleared for demolition following the completion of this inspection.
Materials remaining on site due to structural safety concerns include 10 linear feet of cream door caulk in EA 1, which is inaccessible due to compromised structural members that pose a risk of unplanned collapse. The inspector's certification confirms that all information is complete and accurate, and recommends that the demolition contractor treat all debris as asbestos-containing waste material in accordance with federal regulations 40 CFR 61.145(c)(iii) and 40 CFR 61.150, and follow all applicable worker protection requirements under 29 CFR 1926.1101. The document also notes that certain areas of the site were inaccessible during the initial Engineering Survey, meaning the absence of asbestos-containing materials in those areas cannot be verified.

3. The estimated quantities of accessible regulated asbestos–containing or other hazardous/regulated materials that were identified in the report for this site but have NOT been abated or removed prior to this inspection. These materials are grounds for failing the site. The Inspector should attach a date-and time-stamped picture of the remaining materials.
4. The estimated quantities of regulated asbestos-containing or other hazardous/regulated materials on this site that cannot be abated due to safety/accessibility concerns. The material(s)/quantities included under this column were identified in the report for this site or during the post-abatement inspection but cannot be abated/removed prior to demolition due to safety/accessibility concerns. Inaccessible areas or materials that are unsafe to abate/remove/inspect are NOT grounds for failing the site.
5. These tables lists ALL suspect or presumed asbestos-containing materials or other hazardous/regulated materials that were identified during the post-abatement inspection of this site.
2. The estimated quantities of regulated asbestos-containing or other hazardous/regulated materials that were listed in the most current report for this site.
1. These tables lists ALL regulated asbestos-containing materials or other hazardous/regulated materials that were identified in the most current report for this site.
I, Curtis DeBellefeuille, hereby certify that all information contained herein is complete and accurate to the best of my knowledge.
In my professional opinion, all safely accessible regulated asbestos-containing materials or other hazardous/regulated materials HAVE been abated or removed from this site. This site has PASSED the visual inspection and IS cleared for demolition.

Post-Abatement Verification Statement
7. The estimated quantities of accessible suspect or presumed asbestos-containing materials or other hazardous/regulated materials that were identified during the post-abatement inspection and were immediately abated/removed by the abatement contractor.
6. The estimated quantities of suspect or presumed asbestos-containing or other hazardous/regulated materials that were identified on site during the post-abatement inspection. These materials were NOT identified or listed in the most current report for this site. Suspect or presumed materials must be sampled and analyzed or abated in accordance with the applicable Scope of Services. If the abatement contractor elects to sample and analyze the suspect material, then the assigned due diligence contractor must prepare and submit a revised report as directed by the Owner. If the results determine that the material is NOT a regulated asbestos-containing material, then the post-abatement inspector may pass the site. If the results determine that the material is a regulated asbestos-containing material, then the post-abatement inspector must fail the site and await a subsequent request for a post-abatement inspection.
