About this file
This document is an instructional guide for accessing and submitting bids to Invitation for Bid (IFB) 25-063 for Court Reporters and Transcription Services issued by the California Department of Health Care Services (DHCS). The solicitation is posted on the CityInnovate vendor portal at sb.cityinnovate.com/teams/dhcs?challenge_id=16186. Prospective bidders must register as vendors through the portal, which requires basic business information and password creation. The portal allows multiple collaborators from a single company to view and respond to the procurement. Bidders must complete and upload all required documents to the vendor portal according to the specified submission requirements. The portal enables vendors to save progress and re-enter at any time until the final submission deadline. Upon completion, bidders submit their proposals by clicking the Submit and Complete button, which generates a timestamp verification of submission. The system identifies any missing required documents with red boxes to ensure all submission requirements are met before the portal accepts the final bid.
The document emphasizes that compliance with all submission instructions is imperative when preparing bids for this solicitation. A PDF version of the complete IFB is available for download from the Solicitation page without requiring vendor registration. Technical questions or clarifications regarding IFB 25-063 should be directed to PCDIFB4@dhcs.ca.gov. The document functions as a procedural guide rather than providing specific details regarding pricing terms, set-asides, contract duration, or other substantive bid requirements, which are contained within the full IFB document itself.
