About this file
This is an Access Requirements document for the County of Solano, Department of General Services, outlining vehicle and pedestrian access protocols for a parking lot improvement project affecting multiple county facilities located on Union Avenue, Clay Street, and Delaware Street. The document establishes three categories of vehicle access points: Critical Emergency Vehicle Access Points (Category A) that must remain open 24/7 with immediate mitigation required for any disruptions; Important Operational Vehicle Access Points (Category B) requiring minimum two-week notice prior to access disruption with possible alternate access provisions; and Major Traffic Access Ways (Category C) requiring minimum three-week notice, traffic control plans, and encroachment permits. The facilities affected include the Hall of Justice North and South Wings, Solano Justice Center, Solano County Emergency Services, Solano Detention Facility, Sheriff Professional Standards, Communications, Cogeneration Plant, Emergency Services Vehicle Storage, and the Coroner's Office.
The document similarly categorizes three types of pedestrian access points with varying notice requirements and alternate access plan obligations. Category 1 Major public and staff entry points require three-week notice and an Accessible Alternate Pedestrian Access Plan. Category 2 Secure staff entry points require two-week notice and may require an Accessible Alternate Pedestrian Access Plan. Category 3 Possible egress points require two-week notice and an alternate exit plan with fire marshal approval. The document serves as a critical reference for contractors performing parking lot improvements and asset protection work, ensuring that all construction activities maintain adequate access to emergency services, detention facilities, court operations, and administrative functions throughout the project duration.
