About this file

This is an Acceptance of Offer Form from the City of Phoenix, Arizona, Finance Department's Central Procurement Division related to a State Fair Towing Services contract. The form serves as the formal acceptance document that binds the selected contractor to provide towing and vehicle storage services for the Arizona State Fair on an as-needed basis, with services including relocation and removal of illegally parked vehicles as requested by the Phoenix Police Department. The solicitation was issued through an Invitation for Bid (IFB) process with a non-mandatory pre-offer conference scheduled for April 17, 2026, a written inquiry deadline of April 22, 2026, and sealed offers due April 29, 2026, at 2:00 p.m. The resulting contract will commence on July 1, 2026, for an initial five-year term with no extension or renewal options. Contractors are explicitly cautioned not to commence any billable work or provide materials or services until receiving formal purchase order or contract documentation from the City.

The contract will be awarded to the lowest responsive and responsible offeror on a firm and fixed basis, with pricing to be determined through competitive sealed bidding based on submitted hourly rates for truck standby, service fees, supervisor charges, and customer charges for various towing and storage services. Qualified contractors must demonstrate a minimum of five years' experience in towing services, possess proper Arizona Department of Transportation permits and insurance, and maintain a storage facility with at least one-acre capacity within 15 miles of the State Fair. Historical data indicates annual tow volumes have ranged from 80 to 704 vehicles over the past decade, though no guaranteed minimum is specified. All contractors must comply with Disadvantaged Business Enterprise (DBE) requirements, comprehensive civil rights and nondiscrimination provisions, E-Verify work authorization verification, and maintain commercial general liability, automobile liability, and workers' compensation insurance with the City named as additional insured. Liquidated damages of $100 per calendar day apply for service failures.
