About this file

This is an Acceptance of Offer Form issued by the City of Phoenix, Arizona for a vehicle battery procurement contract. The City of Phoenix Public Works Department is procuring batteries across four product groups: automotive and light duty truck, medium duty truck, generator (serviceable type), and miscellaneous equipment and powersports batteries. The solicitation (IFB 26-FSD-011) requires sealed bids with detailed pricing for multiple Battery Council International (BCI) group sizes with varying warranty levels (1-year, 2-3 years, and 3+ years). The contract is structured for an initial three-year term commencing on or about October 1, 2025, with two potential one-year extension options, potentially spanning a total of five years. The bid response deadline is July 23, 2025, at 11:00 am, with a non-mandatory pre-offer conference scheduled for June 30, 2025. The Effective Date is upon award by City Council, conditioned upon signature and recording by the City Clerk's department.

Vendors must submit comprehensive documentation including manufacturer percentage discounts, unit costs, warranty information, detailed reporting capabilities for each battery group and size, manufacturer part numbers, catalog dates, list prices, and discount prices. The City reserves the right to award contracts by individual line items, groups, or combinations that provide the most advantageous outcome. Key procurement requirements include sealed batteries meeting specific performance criteria and weekly battery core pickup. Contractors must demonstrate the ability to provide all parts and accessories from the manufacturers they represent and maintain an established, reliable supply chain. The procurement will be conducted through the City's OpenGov e-Procurement Portal, with technical support available via email. No specific budget ranges are explicitly stated, and no explicit set-aside designations for disadvantaged enterprises are noted; however, Supplemental Terms and Conditions indicate potential civil rights compliance and nondiscrimination requirements that may impact vendor selection.
