About this file
This document is an Excel spreadsheet detailing competitive opportunities for the Army Contracting Command (ACC) Aberdeen Proving Ground (APG) Division A, focusing on C5ISR (Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance) Center contracts as of September 2025. The opportunities include multiple research, development, and technical support contracts with estimated values ranging from $7M to $700M, primarily using Cost-Plus-Fixed-Fee (CPFF) contract types and employing Fair Opportunity/RS3 IDIQ (Indefinite Delivery/Indefinite Quantity) procurement strategies.
Key opportunities include Humanitarian Demining Research and Development, Cross Domain Electronic Warfare & Survivability, Sensor Enabled Autonomous Navigation and Targeting (SEAT), Multi-Cloud Operations Based Intelligence Leveraging/Enhancement (MOBILE), and various research and technical support services for the Army Futures Command. Most contracts have 12-month base periods with multiple 12-month option periods, targeting technology development in areas such as electronic warfare, military sensing, cyber solutions, and mission awareness capabilities. The contracts support critical military technology advancement, including developing autonomous navigation systems, electronic combat technologies, and innovative C5ISR solutions across various platforms and operational environments.

| 919-549-4388 | Evaluation | 3QFY24 | Competitive Action - BAA | 11/5/2024 - This action is still on Hold. Topic #FC-05: PNT Enablers and Modular Open System Architectures (MOSA) for Complementary & Assured Navigation Modules - Per the guidelines described in the white paper solicitation, all proposed capabilities are at least TRL 4 and would be at TRL 6 by the end of the effort. Furthermore, all capabilities are geared towards use in either dismounted and/or mounted use-cases and meet what we understand to be current warfighter needs. Central to each technology is compatibility with current (or future planned) revisions of either ASPN and/or pntOS providing the ability to fuse MOSA compliant components into a larger system. A key benefit of this approach is that end-users can easily reconfigure components in accordance with mission requirements to rapidly assemble systems and solutions that are not confined to a single technology or vendor. | |||||||||||

WHITE PAPER CALL 009, Soldier Integrated Positioning, Navigation, & Timing (SIPNT) - Modular Architecture & Integrated Demonstrator (MAID) - This whitepaper is intended for Level 1, and a separate Level 2 version will be submitted. Only one full proposal will be submitted based on the sponsor's priorities and feedback. This whitepaper introduces an advanced visual avigation solution tailored for the Army, ensuring reliable navigation when GPS is unavailable, compromised, or degraded. By integrating cutting-edge visual navigation methods, state-of-the-art machine learning, and computer vision technologies, this solution offers precise and accurate navigation for both dismounted soldiers and vehicles in various challenging terrains, including urban areas, mountainous regions, and other complex landscapes. Our proposed system integrates the Skyline Nav AI platform with the Army’s pntOS, leveraging existing sensors to analyze images of the operational environment. It cross-references this data with Digital Surface Models (DSM) and Geographic Information Systems (GIS) that include location data for various features. This robust combination establishes accurate soldier and/or vehicle positioning and orientation even in GPS-denied situations and complex terrains, such as urban settings with tall buildings and natural landscapes with dense vegetation. This capability significantly enhances real-time location accuracy and situational awareness, supporting mission success in diverse operational scenarios. | |
