About this file

This document is a solicitation overview for multiple Army C5ISR (Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance) contract opportunities from the Army Combat Capabilities Development Command (CCDC). The opportunities span various technical domains including software development, electronic warfare, research and development, cyber solutions, and mission support, with estimated contract values ranging from $7M to $700M. Key opportunities include Sensor Enabled Autonomous Navigation and Targeting (SEAT), Automated Distribution Illumination System (AutoDISE), Cross Domain Electronic Warfare & Survivability (CROEWBAR), Humanitarian Demining Research and Development, and Multi-Cloud Operations Based Intelligence Leveraging/Enhancement (MOBILE).

Most contracts are structured as Fair Opportunity - RS3 IDIQ (Indefinite Delivery/Indefinite Quantity) awards with base periods of 12-60 months and multiple option periods, predominantly using Cost Plus Fixed Fee (CPFF) contract types. The solicitations are in various stages from pre-award package development to evaluation, with estimated award dates between late 2024 and early 2027. Incumbent contractors include Booz Allen Hamilton, CACI Technologies, Fibertek, and Applied Research Associates. The opportunities are predominantly unrestricted or full and open competitive acquisitions, with some set-asides for small businesses, focusing on advanced technology development, system integration, and engineering support for Army modernization efforts.

Evaluation 3QFY24 Competitive Action - BAA

11/5/2024 - This action is still on Hold. Topic #FC-05: PNT Enablers and Modular Open System Architectures (MOSA) for Complementary & Assured Navigation Modules - Per the guideline described in the white paper solicitation, all proposed capabilities are at least TRL 4 and would be at TRL 6 by the end of the effort. Furthermore, all capabilities are geared towards use in either dismoun and/or mounted use-cases and meet what we understand to be current warfighter needs. Central to each technology is compatibility with current (or future planned) revisions of either ASPN and/or pntO providing the ability to fuse MOSA compliant components into a larger system. A key benefit of this approach is that end-users can easily reconfigure components in accordance with mission requiremen rapidly assemble systems and solutions that are not confined to a single technology or vendor.

11/5/2024 - This action is still on hold. WHITE PAPER CALL 009, Soldier Integrated Positioning, Navigation, & Timing (SIPNT) - Modular Architecture & Integrated Demonstrator (MAID) -whitepaper is intended for Level 1, and a separate Level 2 version will be submitted. Only one full proposal will be submitted based on the sponsor's priorities and feedback. This whitepaper introduces advanced visual avigation solution tailored for the Army, ensuring reliable navigation when GPS is unavailable, compromised, or degraded. By integrating cutting-edge visual navigation methods, state-of-machine learning, and computer vision technologies, this solution offers precise and accurate navigation for both dismounted soldiers and vehicles in various challenging terrains, including urban areas mountainous regions, and other complex landscapes. Our proposed system integrates the Skyline Nav AI platform with the Army’s pntOS, leveraging existing sensors to analyze images of the operation environment. It cross-references this data with Digital Surface Models (DSM) and Geographic Information Systems (GIS) that include location data for various features. This robust combination establis accurate soldier and/or vehicle positioning and orientation even in GPS-denied situations and complex terrains, such as urban settings with tall buildings and natural landscapes with dense vegetation. T capability significantly enhances real-time location accuracy and situational awareness, supporting mission success in diverse operational scenarios.
