About this file
This document is a Supplemental Quality Assurance Provision (SQAP) attachment for federal aerospace energy product solicitation SPE601-26-R-0301, issued by the Defense Energy Support Center (DESC).
The provision, designated Energy QAP E33.10 and approved in July 2008, establishes manufacturing and filling point requirements for aerospace energy products. Contractors must provide the name, complete addresses, and telephone numbers for all manufacturing and filling points for each product to be furnished, with filling points identified as either primary or secondary. Suppliers listing both primary and alternate manufacturing or filling points for the same requirement must provide 30 calendar days' written notice to the Government prior to offering an initial shipment from an alternate location. For free-on-board (f.o.b.) origin shipments, the contract price remains unadjusted if a contractor uses a different fill location than the primary point; however, if the alternate fill point generates increased costs to the Government, such as transportation costs, the contractor must reimburse the Government for those increases. The provision applies to multiple NSN items and was approved for unlimited public release by the Defense Energy Support Center located at Fort Belvoir, Virginia on July 25, 2014.
