About this file
This document is an AIA Document A701-2018 Instructions to Bidders for a construction project involving Waukesha County Public Works. The document outlines the bidding procedures, requirements, and expectations for potential contractors interested in submitting bids for a project. Bidders are required to obtain complete bidding documents through the DemandStar website, register for free notifications, and download project materials. The document specifies that all bids must be accompanied by a bid guarantee in the form of a bid bond for 10% of the full base bid amount. Bidders are expected to carefully review all documents, examine the site and local conditions, and submit any clarification requests or substitution proposals at least seven to ten days prior to the bid receipt date.
The bidding process requires detailed documentation, including legal status verification, corporate seals, and power of attorney for agents. Bid security is mandatory, and the Owner reserves the right to reject any or all bids. The intent is to award the contract to the lowest responsive and responsible bidder. The successful bidder will be required to furnish performance and payment bonds for the full contract amount, using a surety company licensed in Wisconsin. The bid remains firm for 60 days after opening, and the contractor must be prepared to commence work according to the specified work schedule. Additional requirements include submitting a list of subcontractors, proposed products and systems, and principal personnel involved in the project.
