About this file
This is a Quality Assurance Surveillance Plan (QASP) for an Emergency Diesel Generator (EDG) contract at Puget Sound Naval Shipyard and Intermediate Maintenance Facility, covering the period from June 23, 2026 through June 22, 2027. The QASP establishes performance standards, allowable deviations, surveillance methods, and correction procedures for contractor compliance.
The contract requires a certified mechanic to evaluate EDG problems and provide a repair or replacement determination within four hours of notification, with no deviation permitted except for government-caused delays. For replacement operations, the contractor must remove a non-functional EDG and install a fully operational unit within 48 hours of the determination being communicated. Similarly, EDG repairs must be completed within 48 hours of the repair determination. The Contracting Officer Representative (COR) tracks response times and determination notifications through service request forms and monthly reports. For all equipment delivery, the contractor must provide required pre-delivery maintenance and submittals while communicating any inability to meet PWS requirements prior to delivery. Non-conforming deliveries found at the contractor's point of origin require immediate no-cost re-performance if the EDG cannot meet basic PWS requirements. If the Contracting Officer permits delivery despite non-conformance, the government will seek an equitable price reduction or other adequate consideration, which must be mutually agreed upon before delivery occurs.
