SECTION 01100 - SUMMARY OF WORK

PART 1 – GENERAL

1.1 PROJECT IDENTIFICATION

A. Mt Tabor Crew Quarters HVAC Replacement. Located at 382 Brooklyn Road, Town of Mt.

Tabor, Rutland County, VT.

1.2 SUMMARY OF WORK

A. The project consists of the removal of all four (4) propane furnaces, four (4) A/C condensing units, and water heater and replacing them with four (4) new propane furnaces, 4 new A/C condensing units, and new water heater in the Mt. Tabor Crew Quarters on the Manchester District on the Green Mountain National Forest. There is an optional bid item included in this contract (replacing four (4) exhaust fans).

1.3 SCOPE OF WORK

A. Base Bid: Furnish all labor, supervision, materials, and incidentals required to accomplish the Summary of Work. This work includes, but is not limited to, selective demolition, removal of existing furnaces, A/C units, and water heater, installation of new furnaces, new A/C units, new water heater, new thermostats, and associated HVAC/plumbing/electrical work.

Contractor shall be responsible to size all equipment and piping as required by this specification and in accordance with applicable building codes.

1) The existing HVAC ventilation system and ducts are to remain throughout building.

Contractor shall connect new HVAC equipment into existing ventilation system and ducts. Any removal, replacement, or modification of the ventilation system to support the replacement of the furnaces shall be considered incidental to all other work. This includes all modifications or changes to the control system.

B. Optional Bid Items: Furnish all labor, supervision, materials, and incidentals required to accomplish the Summary of Work. This work includes, but is not limited to, removal of four

(4) exhaust fans and installation of (4) new exhaust fans, and all associated plumbing/electrical/control work.

1.4 PROJECT SCHEDULE

A. Throughout the duration of the project the contractor shall maintain a minimum building temperature of 50° F. The contractor may sequence the work to meet this requirement or provide temporary heat. Location of temporary heat service to be coordinated and approved by the COR.

1.5 MISCELLANEOUS PROVISIONS

A. All work shall be done in compliance with the latest edition of the International Code Council’s family of building codes (IBC, IPC, IMC, IFC, and IFGC).

B. All equipment shall be installed with in accordance with manufacturer’s instructions and these specifications. Conflicting requirements shall be brought to the attention of the COR for resolution.

C. There will not be an organized site visit inside the office. Offerors and quoters may request a site visit and shall coordinate a date and time with the CO. All Forest Service and local health and safety guideline shall be followed. FAR clause 52.236-3, Site Investigations and Conditions Affecting Work.

D. Work Hours - Work shall be scheduled Monday through Friday, between the hours of 8:00 AM and 4:30 PM. No work is permitted on weekends or on Federal Holidays without written authorization of the COR.

E. The Government will be occupying the site during the construction. Cooperate with the Government's representatives during construction operations to minimize conflicts and facilitate Government usage. Perform the Work in a manner that does not interfere with the Government's operations.

F. All work shall be meet the warranties in this contract and FAR clause 52.246-21, Warranty of Construction.

G. The Contractor shall coordinate with Green Mountain Power and Efficiency Vermont to determine if there are any energy efficiency incentives or programs where there are immediate cash back/rebates for the equipment being installed. Immediate cash back/rebates will be shared equally between the Government and Contractor. Any cash back/rebates will be incorporated into the contract by modification by the CO.

1.6 SITE UTILITIES

A. Electrical and sanitation utilities services are available on the site. The Contractor may efficiently use this electrical service for work related to this contract at no charge. Contractor shall provide electric generators or other temporary means where electric service is not readily available.

1.7 CONTRACTOR USE OF PREMISES

A. The COR will conduct a pre-construction survey with the Contractor to review and document the existing project conditions prior to construction.

B. C. The Contractor shall limit use of the premises to the work in areas indicated.

1. Confine operations at the site to areas indicated. Do not disturb portions of the site beyond the areas in which Work is indicated.

2. Repair damage caused by construction operations.

3. Existing materials and equipment that are removed as part of the construction operations, and that are not reused or salvaged as Government property, shall become the property of the Contractor and shall be promptly removed from the site.

MEASUREMENT AND PAYMENT 01900- 1

SECTION 01900 – MEASUREMENT AND PAYMENT

PART 1 – GENERAL

1.1 SCOPE: Applies to method of measurement and basis of payment for work items listed in the Bid Schedule.

1.2 WORK: Furnishing all labor, materials, equipment, and other incidentals necessary to successfully complete the project or any portion of it, and carrying out all duties and obligations imposed by the contract on the Contractor.

1.3 PAYMENT: For each individual item in the Bid Schedule, payment shall be in full compensation for all work related to the particular item in accordance with these specifications, as shown on the drawings and as staked in the field. This includes all required submittals have been received, reviewed and approved.

PART 2 – PAYMENT

2.1 For each individual item in the Bid Schedule.

A. Measurement: Completely in place and functional.

B. Payment: At the contract lump sum price including all materials, labor, equipment, and incidentals necessary to complete the work.

SELECTIVE DEMOLITION 024119 - 1

SECTION 024119 - SELECTIVE DEMOLITION

PART 1 - GENERAL

1.1 SECTION REQUIREMENTS

A. Items indicated to be removed and salvaged remain Owner's property. Carefully detach from existing construction, in a manner to prevent damage, and deliver to Owner ready for reuse.

Include fasteners or brackets needed for reattachment elsewhere.

B. Pre-demolition Photographs: Show existing conditions of adjoining construction and site improvements. Submit before Work begins.

C. Owner will occupy portions of building immediately adjacent to selective demolition area.

Conduct selective demolition so Owner's operations will not be disrupted. Coordinate with

COR.

D. It is not expected that hazardous materials will be encountered in the Work. If hazardous materials are encountered, do not disturb; immediately notify COR. Hazardous materials will be removed by Owner under a separate contract.

PART 2 - PRODUCTS

2.1 PEFORMANCE REQUIREMENTS

A. Regulatory Requirements: Comply with EPA regulations and with hauling and disposal regulations of authorities having jurisdiction.

B. Standards: Comply with ANSI/ASSE A10.6 and NFPA 241.

PART 3 - EXECUTION

3.1 DEMOLITION

A. Maintain services/systems indicated to remain and protect them against damage during selective demolition operations.

B. Locate, identify, shut off, disconnect, and seal or cap off indicated utility services and mechanical/electrical systems serving areas to be selectively demolished.

C. Provide temporary barricades and other protection required to prevent injury to people and damage to adjacent buildings and facilities to remain.

D. Protect walls, ceilings, floors, and other existing finish work that are to remain. Erect and maintain dustproof partitions. Cover and protect furniture, furnishings, and equipment that have not been removed.

E. Provide and maintain shoring, bracing, and structural supports as required to preserve stability and prevent movement, settlement, or collapse of construction and finishes to remain, and to prevent unexpected or uncontrolled movement or collapse of construction being demolished.

F. Provide temporary weather protection to prevent water leakage and damage to structure and interior areas.

G. Neatly cut openings and holes plumb, square, and true to dimensions required. Use cutting methods least likely to damage construction to remain or adjoining construction.

H. Remove demolition waste materials from Project site and legally dispose of them in an EPA-approved landfill. Do not burn demolished materials.

I. Clean adjacent structures and improvements of dust, dirt, and debris caused by selective demolition operations. Return adjacent areas to condition existing before selective demolition operations began.

PART 1 - GENERAL

1.1 SUMMARY

1.2 ACTION SUBMITTALS

A. Product Data: For each unit. This includes manufacturer’s instructions and O&M manuals prior to installation.

B. Operation and maintenance data.

1.3 WARRANTY

A. Special Warranty: Manufacturer's standard form in which manufacturer agrees to repair or replace components of domestic-water heaters that fail in materials or workmanship within specified warranty period.

1. Failures include, but are not limited to, the following:

a. Structural failures including storage tank and supports.

b. Faulty operation of controls.

c. Deterioration of metals, metal finishes, and other materials beyond normal use.

2. Warranty Periods: From date of Substantial Completion.

PART 2 - PRODUCTS

2.1 DOMESTIC-WATER HEATERS

A. Domestic-Water Heaters:

1. Match capacity of existing propane hot water heater.

a. Propane water heater may be tank or tankless, but shall meet the required heating, flow, and recovery time of the existing water heater.

PART 3 - EXECUTION

3.1 DOMESTIC-WATER HEATER INSTALLATION

A. Install in accordance with manufacturer's recommendations in the current water heater location.

1. Maintain manufacturer’s recommended clearances.

2. Arrange unit so controls and devices that require services are accessible.

3. Anchor to concrete floor.

4. Connect to existing plumbing lines.

5. Install new plumbing, electrical lines, and breakers as required.

6. Install shutoff valves on domestic-water-supply piping to domestic-water heaters and on domestic-hot-water outlet piping.

7. Install combination temperature-and-pressure relief valves in water piping for domestic-water heaters without storage. Extend commercial-water-heater relief-valve outlet, with drain piping same as domestic-water piping in continuous downward pitch, and discharge by positive air gap onto closest floor drain.

8. Install water-heater drain piping as indirect waste to spill by positive air gap into open drains or over floor drains. Install hose-end drain valves at low points in water piping for electric, domestic-water heaters that do not have tank drains.

3.2 FIELD QUALITY CONTROL

A. Perform the following tests and inspections:

1. Leak Test: After installation, charge system and test for leaks. Repair leaks and retest until no leaks exist.

2. Operational Test: After electrical circuitry has been energized, start units to confirm proper operation.

3. Test and adjust controls and safeties. Replace damaged and malfunctioning controls and equipment.Electric Heat Pump, domestic-water heaters will be considered defective if they do not pass tests and inspections.

B. Prepare test and inspection reports.

C. DEMONSTRATION

1. Train Owner's maintenance personnel to adjust, operate, and maintain hot water heater.

B. Shop Drawings:

1. Include details of equipment assemblies. Indicate dimensions, weights, loads, required clearances, method of field assembly, components, and location and size of each field connection.

2. Include diagrams for power, signal, and control wiring.

C. Operation and maintenance data.

1.3 WARRANTY

A. Special Warranty: Manufacturer's standard form in which manufacturer agrees to repair or replace the following components of furnaces that fail in materials or workmanship within specified warranty period:

a. Furnace Heat Exchanger: 10 years.

b. Integrated Ignition and Blower Control Circuit Board: Five years.

2.1 ASSEMBLY DESCRIPTION

A. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, Article 100, by a qualified testing agency, and marked for intended location and application.

B. General Requirements for Condensing Gas-Fired Furnaces: Factory assembled, piped, wired, and tested; complying with ANSI Z21.47/CSA 2.3, "Gas-Fired Central Furnaces," and with NFPA 54 and NFPA 58.

2.2 GAS-FIRED FURNACES, CONDENSING

A. Manufacturers: Subject to compliance with requirements, provide products by one of the following, or an approved equal:

1. Lennox

B. Cabinet: Galvanized steel.

1. Cabinet interior around heat exchanger shall be factory-installed insulation.

2. Lift-out panels shall expose burners and all other items requiring access for maintenance.

3. Factory paint external cabinets in manufacturer's standard color.

4. Airstream Surfaces: Surfaces in contact with the airstream shall comply with requirements in ASHRAE 62.1.

C. Fan: Centrifugal, factory balanced, resilient mounted, direct drive.

1. Fan Motors: See Section 2.2. (L) below.

2. Special Motor Features, Single Speed: Single speed, premium efficiency, and with internal thermal protection and permanent lubrication.

3. Special Motor Features, Multispeed: Multitapped, multispeed with internal thermal protection and permanent lubrication.

4. Special Motor Features, ECM: Electronically controlled motor (ECM) controlled by integrated furnace/blower control.

D. Burner:

1. Gas Valve: 100 percent safety modulating main gas valve, main shutoff valve, pressure regulator, safety pilot with electronic flame sensor, limit control, transformer, and combination ignition/fan timer control board.

2. Ignition: Electric pilot ignition, with hot-surface igniter or electric spark ignition.

E. Gas-Burner Safety Controls:

1. Electronic Flame Sensor: Prevents gas valve from opening until pilot flame is proven;

stops gas flow on ignition failure.

2. Flame Rollout Switch: Installed on burner box; prevents burner operation.

3. Limit Control: Fixed stop at maximum permissible setting; de-energizes burner on excessive bonnet temperature; automatic reset.

G. Furnace Controls: Solid-state board integrates ignition, heat, cooling, and fan speeds; adjustable fan-on and fan-off timing; terminals for connection to accessories [; diagnostic light with viewport].

H. Accessories:

1. Combination Combustion-Air Intake and Vent: PVC plastic fitting to combine combustion-air inlet and vent through outside wall.

2. CPVC Plastic Vent Materials:

a. CPVC Plastic Pipe: Schedule 40, complying with ASTM F441/F441M.

b. CPVC Plastic Fittings: Schedule 40, complying with ASTM F438, socket type.

c. CPVC Solvent Cement: ASTM F493.

1) Use CPVC solvent cement that has a VOC content of 490 g/L or less when calculated according to 40 CFR 59, Subpart D (EPA Method 24).

2) Use adhesive primer that has a VOC content of 550 g/L or less when calculated according to 40 CFR 59, Subpart D (EPA Method 24).

L. MOTORS

1. Electric Motors

a. All motors shall conform to applicable NEMA standards.

b. Provide electric motors designed for the specific application and duty applied, and to deliver rated horsepower without exceeding temperature ratings when operated on electric power systems with a combined variation in voltage and frequency not more than plus or minus 10% of rated voltage.

c. Size motors for 1.15 service factor, and not to exceed 40 degrees C temperature rise above ambient during continuous duty operation at 100% of rated voltage.

d. All electric motors shall be sized to meet the horsepower requirements of the driven unit at design characteristics including all V-belt and/or drive and coupling losses which are incurred without loading the motor beyond its nameplate horsepower rating. Where V-belt drives are employed the motor horsepower nameplate rating shall not be less than 120% of the driven unit brake horsepower requirements.

e. Bearings shall be bronze sleeve type or ball type with zerk type lubricating fittings extended to an easily accessible location for field servicing.

f. All motors except direct connected motors shall be furnished complete with adjustable slide rails.

2. Single Phase Motors:

a. Unless specifically noted otherwise, all motors less than 1/2 horsepower shall be capacitor start type, drip proof, designed for use with 120 volts, 60 Hertz alternating current. Motors shall be internally thermally protected.

b. All electric motors 1/2 horsepower and greater (and smaller motors so noted) shall be general purpose, drip proof squirrel cage induction type, designed for use with 60 Hertz alternating current, unless specifically indicated otherwise.

c. Electrical power requirements as required to operate equipment.

2.3 THERMOSTATS

A. Controls shall comply with requirements in ASHRAE/IES 90.1, Section 6 - "Heating, Ventilating, and Air Conditioning."

B. Solid-State Thermostat: Wall-mounting, programmable, microprocessor-based unit with automatic switching from heating to cooling, preferential rate control, seven-day programmability with minimum of four temperature presets per day, vacation mode, and battery backup protection against power failure for program settings.

C. Control Wiring: Unshielded twisted-pair cabling.

1. No. 24 AWG, 100 ohm, four pair.

2. Cable Jacket Color: Blue.

2.4 AIR FILTERS

A. Disposable Filters: MERV 13

2.5 REFRIGERATION COMPONENTS

A. General Refrigeration Component Requirements:

1. Refrigeration compressor, coils, and specialties shall be designed to operate with

CFC-free refrigerants.

2. Energy Efficiency: Equal to or greater than prescribed by ASHRAE/IESNA 90.1-

2004, "Energy Standard for Buildings except Low-Rise Residential Buildings."

B. Refrigerant Coil: Copper tubes mechanically expanded into aluminum fins. Comply with ARI 210/240, "Unitary Air-Conditioning and Air-Source Heat Pump Equipment." Match size with furnace. Include condensate drain pan with accessible drain outlet complying with ASHRAE 62.1-2004.

C. Refrigerant Coil Enclosure: Steel, matching furnace and evaporator coil, with access panel and flanges for integral mounting at or on furnace cabinet and galvanized sheet metal drain pan coated with black asphaltic base paint.

D. Refrigerant Line Kits: Annealed-copper suction and liquid lines factory cleaned, dried, pressurized with nitrogen, sealed, and with suction line insulated. Provide in standard lengths for installation without joints, except at equipment connections.

1. Flexible Elastomeric: Closed-cell, sponge- or expanded-rubber materials. Comply with

ASTM C 534, Type I, 1 inch thick.

E. Refrigerant Piping: Comply with requirements in Section 23 2300 - Refrigerant Piping.

PART 3 - EXECUTION

3.1 INSTALLATION

A. Install gas-fired furnaces and associated fuel and vent features and systems according to

NFPA 54.

B. Base-Mounted Units: Secure units to substrate. Provide optional bottom closure base if required by installation conditions.

C. Controls: Install thermostats and humidistats at existing height above floor.

D. Wiring Method: Install control wiring in accessible ceiling spaces and in gypsum board partitions where unenclosed wiring method may be used. Conceal control wiring except in unfinished spaces.

3.2 PIPING CONNECTIONS

A. Gas piping installation requirements are specified in Section 231126 Facility Liquefied- Petroleum Gas Piping. Drawings indicate general arrangement of piping, fittings, and specialties. Connect gas piping with union or flange and appliance connector valve.

B. Install piping adjacent to equipment to allow service and maintenance.

C. Vent and Outside-Air Connection, Condensing, Gas-Fired Furnaces: Connect plastic piping vent material to furnace connections and extend outdoors. Terminate vent outdoors with a cap and in an arrangement that will protect against entry of birds, insects, and dirt.

1. Ream ends of pipes and tubes and remove burrs. Bevel plain ends of steel pipe.

2. Remove scale, slag, dirt, and debris from inside and outside of pipe and fittings before assembly.

3. Plastic Piping Solvent-Cement Joints: Clean and dry joining surfaces. Join pipe and fittings according to the following:

a. Comply with ASTM F402 for safe-handling practice of cleaners, primers, and solvent cements.

b. CPVC Piping: Join according to ASTM D2846/D2846M, Appendix.

c. PVC Pressure Piping: Join schedule number ASTM D1785PVC pipe and PVC socket fittings according to ASTM D2672. Join other-than-schedule-number PVC pipe and socket fittings according to ASTM D2855.

4. Slope pipe vent back to furnace or to outside terminal.

3.3 DUCTWORK CONNECTIONS

A. Connect ducts to furnace with flexible connector.

3.4 ELECTRICAL CONNECTIONS

PART 1 - GENERAL

1.2 ACTION SUBMITTALS

A. Product Data: For each type of product. This includes manufacturer’s instructions and O&M manuals prior to installation. Includes rate capacities, operating characteristics, and furnished specialties and accessories.

B. Operation and maintenance data.

1.3 WARRANTY

A. Special Warranty: Manufacturer's standard form in which manufacturer agrees to repair or replace components of air-conditioning units that fail in materials or workmanship within specified warranty period.

1. Warranty Period:

a. For Compressor: Extended lifetime limited warranty from date of Substantial Completion.

b. For Parts: 10 year(s) limited warranty from date of Substantial Completion.

c. For Labor: Five year(s) from date of Substantial Completion.

PART 2 - PRODUCTS

2.1 PERFORMANCE REQUIREMENTS

A. Fabricate and label refrigeration system in accordance with ASHRAE 15 and ASHRAE 34.

B. Description: Factory assembled and tested; consisting of compressor, condenser coil, fan, motors, refrigerant reservoir, and operating controls.

C. Compressor Type: Scroll, hermetically sealed, with rubber vibration isolators.

1. Motor: Variable speed, and includes thermal- and current-sensitive overload devices, start capacitor, relay, and contactor.

2. Two-Speed Compressor: Include manual-reset, high-pressure switch and automatic-reset, low-pressure switch.

D. Refrigerant: R-410A, R-32, or R-454b

E. Condenser Coil: Seamless copper-tube, aluminum fin coil; circuited for integral liquid subcooler, with removable drain pan and brass service valves with service ports.

F. Condenser Fan: Direct-drive, metal propeller fan; with permanently lubricated, totally enclosed fan motor with thermal-overload protection and ball bearings.

G. Fan: Aluminum-propeller type, directly connected to motor.

H. Motor: Permanently lubricated, with integral thermal-overload protection.

I. Mounting Base: Polyethylene or Metal, minimum 12” high

PART 3 - EXECUTION

3.1 EXAMINATION

A. Examine substrates, areas, and conditions, with Installer present, for compliance with requirements for installation tolerances and other conditions affecting performance of compressor and condenser units.

B. Examine roughing-in for refrigerant piping systems to verify actual locations of piping connections before equipment installation.

C. Examine walls, floors, and roofs for suitable conditions where compressor and condenser units will be installed.

D. Proceed with installation only after unsatisfactory conditions have been corrected. Contractor to correct unsatisfactory conditions and this shall be incidental to all other work.

3.2 INSTALLATION

A. Install units level and plumb, firmly anchored in locations indicated.

B. Equipment Mounting:

1. Install compressor and condenser units on mounting base on concrete pad.

C. Maintain manufacturer's recommended clearances for service and maintenance.

D. Loose Components: Install piping specialties, electrical components, devices, and accessories that are not factory mounted.

3.3 PIPING CONNECTIONS

A. Where installing piping adjacent to equipment, allow space for service and maintenance.

B. Connect precharged refrigerant tubing to unit's quick-connect fittings. Install tubing so it does not interfere with access to unit. Install furnished accessories.

C. Connect refrigerant piping to air-cooled compressor and condenser units; maintain required access to unit. Install furnished field-mounted accessories. Refrigerant piping and specialties are specified in Section 232300 "Refrigerant Piping."

3.4 ELECTRICAL CONNECTIONS

1. Complete installation and startup checks in accordance with manufacturer's written instructions and perform the following:

a. Inspect for physical damage to unit casing.

b. Verify that access doors move freely and are weathertight.

c. Clean units and inspect for construction debris.

d. Verify that all bolts and screws are tight.

e. Adjust vibration isolation and flexible connections.

f. Verify that controls are connected and operational.

B. Start unit in accordance with manufacturer's written instructions and complete manufacturer's startup checklist.

C. Measure and record airflow and air temperature rise over coils.

D. Verify operation of condenser capacity control device.

E. Verify that vibration isolation and flexible connections prevent vibration transmission to structure.

3.7 FIELD QUALITY CONTROL

A. Perform the following tests and inspections:

1. Perform each visual and mechanical inspection and electrical test. Certify compliance with test parameters.

2. Leak Test: After installation, charge system with refrigerant and oil and test for leaks.
