About this file
This is a Supplement to DIAR 1452.280-2 outlining required submissions and assurances for Indian Economic Enterprise (IEE) set-aside contracts under Solicitation 140A2326Q0228 for AC unit removal and reinstallation services at Red Rock Day School in Red Valley, Arizona.
Offerors must provide two critical components with their proposals: (1) a description of the percentage of work and costs the IEE will perform versus subcontract to non-IEE firms, with subcontracting limitations capped at 50% for supplies and services or up to 85% for general construction; and (2) qualifications of any key personnel assigned to the contract, with contracting officer authority to waive this requirement if deemed unnecessary. Additionally, offerors must submit written assurance signed by company authority confirming compliance with all clause requirements before contract award and again upon successful contract completion before the contracting officer accepts the work or product. Failure to provide the required information in either section may result in the contracting officer finding the offer non-responsive and rejecting it. The underlying solicitation is for commercial construction services valued under $25,000, with bids exceeding $35,000 requiring bonding, and award will be made to the lowest-priced conforming offeror.
