About this file

This document is a Section M Evaluation Addendum for a Request for Quote (RFQ) issued by Washington Headquarters Services (WHS) Acquisition Directorate for Exhibit Build services supporting the Defense Security Cooperation Agency (DSCA) at the Singapore Air Show. The solicitation is for a Firm-Fixed Price (FFP) contract using NAICS code 561920, covering exhibit construction services from February 3-8, 2026, located in Singapore. The RFQ specifies that offerors must submit proposals with sufficient information for government evaluation, with technical ratings of either "Acceptable" or "Unacceptable". Pricing will be analyzed using FAR 15.404-1(b) to determine fairness and reasonableness. Offerors must hold their quoted prices firm for 120 calendar days and agree to all terms and conditions in the solicitation. The government reserves the right to reject offers not substantially compliant with solicitation terms or that do not serve the public interest, with a potential for waiving minor irregularities in received quotes.
