Evaluation-Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the lowest price offeror that is technically acceptable. The following factors shall be used to evaluate offerors:
Technical Capability Price and Past Performance
ADJECTIVAL RATING DEFINITION
Acceptable (A) Quote clearly meets the minimum requirements of the solicitation.
Unacceptable (U) Quote does not clearly meet the minimum requirements of the solicitation.
TECHNICAL CRITERIA
A or U
The offeror is registered and has no active or inactive exclusions listed in their Entity Record on the System for Award Management (SAM).
Offerors are required to submit prior experience of recent and relevant contracts/projects at the time of quote.
Contracts/Projects can be performed with Federal, State, local or private companies. Government contracts are preferred but not required.
Contracts/Projects that are relevant are defined as those that are similar to the requirements of the Statement of Work (SOW) of uniform or coverall rentals and Laundering Services. Contracts/Projects that are recent are defined as those that have been completed within the last five (5) years.
A minimum of two (2) contracts/projects shall be provided to include: contract number, title of project, detailed description of work performed, and Point of Contact.
Please do not submit more than five (5) contracts/projects. In order for an offeror to be determined technically acceptable, the offeror must show previous experience with the type of work described in the SOW. Offerors must show previous experience on a minimum of two (2) contracts/projects.
Technical and past performance, when combined, are less important when compared to price.
(b) . The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic Options requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
