About this file
This document comprises Special and Supplemental Conditions modifying the AIA A201-2017 General Conditions of the Contract for Construction, applicable to ITB 25-164 for construction of a new Animal Shelter Facility in Lecanto, Florida, issued by Citrus County. The project involves construction of a one-story building encompassing approximately 25,500 to 33,400 square feet with kennels, administrative offices, a veterinary clinic, and comprehensive site work including utilities, drainage, grading, paving, sidewalks, landscaping, irrigation, fencing, and directional signage. A non-mandatory pre-bid conference and site visit are scheduled for October 22, 2025, at 10:00 am, with bids due December 10, 2025, at 2:00 pm. Board approval and contract award are anticipated for January 6, 2026. The contract duration extends 480 days for substantial completion and 510 days for final completion from the Notice to Proceed. The County has appropriated approximately $9,000,000 for this project, with potential variations based on funding availability.
The supplemental conditions establish modified requirements for contract administration, indemnification, change orders, payment processing, insurance and bonding, dispute resolution, and testing and inspections. Key modifications include: contractor obligation to conduct pre-bid site visits; indemnification protection for Owner, Engineer, and Architect from contractor negligence; requirement for written amendments for additional work; payment processing within seven days per the Florida Local Government Prompt Payment Act (Chapter 218, Part VII); surety bonds meeting Florida Statutes Section 255.05 with A.M. Best's Rating of A- VI or better; comprehensive final payment documentation requirements including as-built documents and operations and maintenance manuals; and elimination of mediation and arbitration provisions in favor of litigation in Citrus County State Court under Florida law. Insurance requirements mandate $5,000,000 in Commercial General Liability, $5,000,000 in Automobile Liability, Workers Compensation insurance, and additional coverages. All testing, inspections, and approvals costs are borne by the contractor, who must also arrange for independent testing laboratory services acceptable to the Owner.
