This is a PRE-SOLICITATION NOTICE, Solicitation 75H70124Q00001 for a construction project for the Indian
Health Service (IHS). The purpose of this project is to perform installation of a new on-site septic system in
Snohomish County for the new home of Michael Clark. This project will be procured as a Total Small Business Set-
Aside solicitation under North American Industry Classification System (NAICS) code 237110 Water and Sewer
Line and Related Structures Construction with a size standard of $45 million.. The offeror must be a Small Business to be eligible for award.
The Government anticipates releasing the solicitation on or about 21 November 2023 timeframe with quotes due at least 30 calendar days after solicitation issuance. This date is subject to change. A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents. Hard copy documents will NOT be available – all documents for proposal purposes will be posted at www.sam.gov for download by interested parties.
SCOPE OF WORK: The Indian Health Service (IHS) has determined a need to provide for the procurement and installation of this project which consists of furnishing all labor, transportation, tools, equipment, materials, and performing all operations for installation of an individual septic system with a drip mound drainfield on Trust land on the Tulalip Reservation in Snohomish County, WA. The proposed septic system is to consist of solid sewer pipe, an underground cleanout, a 1,250-gallon concrete septic tank rated for 480 gallons/day, a 1,250-gallon pump chamber tank, and all controls. The system will include approximately 500 linear feet of supply and return line and manifold, and approximately 1,365 square feet of sand mound drainfield containing 480 feet of drip line. Any permits, including the Department of Ecology Notice of Intent/Washington Water Resources Department (WWRD), are the responsibility of the contractor.
LOCATION OF PROJECT: Work is to be completed on a private home, under the jurisdiction of Snohomish
County – located in the state of WA.
TERO: TERO fees do not apply.
CONSTRUCTION DURATION: Period of Performance is 45 calendar days after issuance of a Notice to Proceed.
CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000.
SITE VISIT: A formal site visit is not planned, but perspective contractor, at their convenience, may contact the homeowner directly. Information on how to visit the site will be provided within the official solicitation under FAR
52.236-2.
CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement.
NOTE: ALL DATES ARE SUBJECT TO CHANGE. SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES.
For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $45.0 million. For information concerning NAICS and SBA size standards, go to www.sba.gov.
It is the responsibility of the contractor to check www.sam.gov frequently for any amendments or changes to the solicitation. Hard copy documents will NOT be available – all documents for proposal purposes will be posted at the website for download by interested parties.
This solicitation will be procured as a Request for Quotes (RFQ) in accordance with FAR Part 13 and 36 procedures with price only evaluation criteria.
