A. Project Description
This project is for the installation of an individual septic system with a drip mound drainfield on Trust land on the Tulalip Reservation in Snohomish County, WA. The proposed septic system is to consist of solid sewer pipe, an underground cleanout, a 1,250-gallon concrete septic tank rated for 480 gallons/day, a 1,250-gallon pump chamber tank with effluent pump (Hydromatic HE20-51 or Equal), and all controls. The system will include approximately 500 linear feet of supply and return line and manifold (1” PVC SCH 40), and approximately 1,365 square feet of sand mound drainfield containing 480 feet of drip line. The contractor will be responsible for configuring the pump control panel and drainfield dosing settings at start-up.
B. Ownership
This project will provide sanitation facilities to a private home owned by a member of the sponsor tribe, Tulalip Tribes of Washington. Upon completion, the facilities will be transferred to the homeowner. The system will be operated by the homeowner. The septic design has been approved by IHS and the Tribe.

D. Scope of Work
Work is to be completed to a private home, under the jurisdiction of Snohomish County. The contractor must review site conditions, and report any concerns or discrepancies to the Contracting Officer’s Representative (COR) in writing prior to beginning construction. In accordance with the Design, the contractor must complete the following:
D.1 Work Requirements:
i. Mobilize and demobilize
ii. Install 10 linear feet of solid sewer pipe (4" PVC SDR 35)
iii. Install one underground doublesweep sewer cleanout
iv. Install 1,250-gallon Concrete Septic Tank with Risers and Lids
v. 1,250-Gal Pump Chamber with all Risers, Lids, Pump (Hydromatic HE20-51 or Equal), and Controls
vi. Install approximately 500 ft of supply and return line and manifold (1” PVC Sch 40)
vii. Install approximately 1,365 square feet of sand mound drainfield (approximately 480ft of dripline with emitters and 19.5 cubic yards of ASTM-C33 sand) with inspection ports
E. Technical Requirements
E.1 Codes, References, and Standards Work under this contract must be performed in compliance with the codes, references, and standards listed below. If conflicts exist between these references, consult the COR for direction.
i. Washington Administrative Code (WAC Chapter 246-272A, On-site Sewage Systems, Rules and Regulations of the State Board of Health)
ii. Approved Septic Design
iii. IHS Technical Provisions
E.2 Submittals The contractor must provide electronic copies of the below listed items to the COR in the manner specified.
i. Pre-Construction (submit a minimum of five days prior to construction):
a) Manufacturer’s product information for system components, including septic tank, pump tank, pump and controls, and drip distribution drainfield components.
b) Any equipment or material variations from those specified in the Design.
ii. Post-Construction (submit with payment invoice)
a) Product Warranties: include the following information on the warranty:
1. Name and address of the dealer
2. Date of installation
3. Model and serial number
b) Swing-tie measurements for the tank riser cover centers and drainfield distal ends in accordance with Washington Administrative Code (WAC 246-272A-0265 - Record drawings).
E.3 Material Specifications
i. The contractor must install materials as specified on the Design.
ii. Materials specified may be substituted with equals with written approval from the COR in accordance with submittal procedure E.2 i. a) above.
E.4 Work Execution Requirements
i. The contractor is responsible for determining the exact location of all utilities. The contractor is responsible for protecting utilities from damage during construction.
ii. The contractor must attend a pre-construction meeting before beginning work under this contract, unless otherwise explicitly authorized by the Contracting Officer.
iii. System shall not be installed during periods of heavy rainfall.
iv. All debris generated during construction must be removed from site.
v. All areas disturbed by construction activities must be finish-graded.
vi. The contractor must not damage or disturb soils when clearing drainfield.
vii. The contractor must notify and obtain approval from the COR before deviating from the design.
viii. The contractor must obtain approval from the Contracting Officer prior to installing material quantities in excess of those specified on the bid schedule.
ix. The contractor must notify and advise the COR on all work to be done or in progress sufficiently in advance so that proper inspection can be performed.
x. The contractor must contact the COR 24 hours prior to final backfill for a final inspection.
xi. The contractor must contact the OSS Designer before final inspection and backfill as specified on the Design.

Project Completion Time:
The period of performance (POP) is 45 calendar days from issuance of the notice to proceed (NTP).
