About this file

This is a Statement of Work (SOW) for water treatment facility improvements at the Monument Fire Center in Monument, Colorado. The project requires the contractor to supply all labor, materials, equipment, and utilities necessary to install a new water treatment system that adds Optimal Corrosion Control Treatment (OCCT) to comply with Colorado Department of Public Health and Environment regulations regarding soluble lead in the well water. The Monument Fire Center, located on the Pike National Forest at 3751 Mount Herman Road, serves approximately 20 to 46 employees across seven buildings and operates a public non-transient non-community water system with a 600-foot well producing 10 gallons per minute.

The contractor's technical responsibilities include mobilization, project management, quality control, installation of treatment process equipment (filter housings, baffle tanks, chemical feed pumps, monitoring instrumentation, process valves, and piping), electrical wiring, HVAC installation, site work, and demolition of the existing water treatment building after equipment relocation. The Government will furnish the new treatment building under a separate contract, with anticipated completion by September 30, 2026, and will provide water and electricity for construction purposes. The period of performance extends from contract award to September 30, 2026. Key deliverables include a construction schedule due at the pre-work conference, material and equipment submittals during construction, quality control reports, an Operations & Maintenance manual, and as-built drawings, all due prior to final inspection. The contractor must also provide temporary porta-potty facilities and implement a weekly trash removal program. A Project Manager and onsite Project Superintendent are required as key personnel, with the superintendent responsible for overall project management and technical discussions.

Monument Fire Center Water Treatment Improvements

Statement of Work

1.0 Project Location and Description

1.1 Location

The Monument Fire Center on the Pikes Peak Ranger District is located approximately 3 miles west of the Town of Monument, Colorado.

a) The site address is: 3751 Mount Herman Road, Monument, CO 80132

1.2 Description:

The purpose of this project is to complete improvements to the existing water treatment facility at the Monument Fire Center. The water treatment facility supplies potable drinking water to the fire center staff. Due to the periodic presence of soluble lead in the well water, the Government is required to add Optimal Corrosion Control Treatment (OCCT) to the water treatment facility to comply with Colorado Department of Public Health and Environment (CDPHE) regulations.

2.0 Background

2.1 The Monument Fire Center includes living and working facilities for the Pike Interagency Hotshot and Monument Helitack crews. The crews are national assets that respond to wildfires and provide support throughout the entire fire management process.

The center resides on a 1,000-acre compound on the Pike National Forest, located three miles west of Monument, Colorado, at an elevation of 7,256 feet. The site is staffed permanently year-round with the highest population potential over spring, summer, and fall. The site population varies during the year with a minimum of 20 permanent full-time employees to as many as 46 full-time employees including seasonals.

The distribution system serves seven buildings including Bunkhouses A, B, and C, a 3-Story Office Building, a Classroom Building, a Dwelling, and a Helitack Office. The water system is a public NTNC system (CDPHE Public Water System ID CO0321525) utilizing ground water and operated by a contracted operator. The water system is classified as a class “B” water treatment facility and the distribution system is a class “1” water distribution system.

The source is a 600’ deep well with a well pump installed at approximately 560 feet. The production rate is 10 gpm. Water is pumped from the well through a treatment building to a 6,000-gallon storage tank approximately 60’ above the treatment building. The tank gravity feeds into the distribution system.
