About this file
This is a Statement of Work for water treatment facility improvements at the Monument Fire Center, located at 3751 Mount Herman Road, Monument, Colorado, operated by the USDA Forest Service Region 2, Pike-San Isabel National Forests, Pikes Peak Ranger District.
The project requires the contractor to install water treatment equipment and associated infrastructure at an existing facility that serves potable drinking water to fire center staff. The Monument Fire Center operates as a public non-transient non-community water system serving seven buildings with a population ranging from 20 to 46 employees. The primary objective is to comply with Colorado Department of Public Health and Environment regulations by adding Optimal Corrosion Control Treatment to address periodic soluble lead contamination in the well water. The contractor must supply all labor, materials, equipment, utilities, and freight to install treatment process equipment including filter housings, baffle tanks, chemical feed pumps, monitoring instrumentation, valves, piping, and drums. Additional responsibilities include installation of electrical wiring, HVAC, and site-related work; demolition of the existing treatment building after equipment relocation; provision of temporary toilet facilities; establishment of a trash abatement program with weekly removal of construction refuse; and coordination with Forest Service Heritage staff during utility excavation. The Government will furnish the new treatment building (installation anticipated by April 30, 2026) and provide water and electricity at the site. The period of performance extends from award through September 30, 2026. Key deliverables include a construction schedule, material and equipment submittals, quality control reports, an Operations & Maintenance manual, and as-built drawings. The contractor must designate a Project Manager and Project Superintendent and include all mobilization, travel, and project management costs in the price proposal.

Statement of Work
1.0 Project Location and Description
1.1 Location
The Monument Fire Center on the Pikes Peak Ranger District is located approximately 3 miles west of the Town of Monument, Colorado.
a) The site address is: 3751 Mount Herman Road, Monument, CO 80132
1.2 Description:
The purpose of this project is to complete improvements to the existing water treatment facility at the Monument Fire Center. The water treatment facility supplies potable drinking water to the fire center staff. Due to the periodic presence of soluble lead in the well water, the Government is required to add Optimal Corrosion Control Treatment (OCCT) to the water treatment facility to comply with Colorado Department of Public Health and Environment (CDPHE) regulations.
2.0 Background
2.1 The Monument Fire Center includes living and working facilities for the Pike Interagency Hotshot and Monument Helitack crews. The crews are national assets that respond to wildfires and provide support throughout the entire fire management process.
The center resides on a 1,000-acre compound on the Pike National Forest, located three miles west of Monument, Colorado, at an elevation of 7,256 feet. The site is staffed permanently year-round with the highest population potential over spring, summer, and fall. The site population varies during the year with a minimum of 20 permanent full-time employees to as many as 46 full-time employees including seasonals.
The distribution system serves seven buildings including Bunkhouses A, B, and C, a 3-Story Office Building, a Classroom Building, a Dwelling, and a Helitack Office. The water system is a public NTNC system (CDPHE Public Water System ID CO0321525) utilizing ground water and operated by a contracted operator. The water system is classified as a class “B” water treatment facility and the distribution system is a class “1” water distribution system.
The source is a 600’ deep well with a well pump installed at approximately 560 feet. The production rate is 10 gpm. Water is pumped from the well through a treatment building to a 6,000-gallon storage tank approximately 60’ above the treatment building. The tank gravity feeds into the distribution system.
