About this file
This scope of work document outlines vegetation removal services required at bridges, tunnels, culverts, and other structures along roadways in Virginia and North Carolina within the Blue Ridge Parkway. The contractor will cut down and remove all trees 6 inches or less in diameter, woody vegetation, and shrubs from under and adjacent to over 150 bridges, tunnels, box culverts, and other sites listed. Larger trees over 6 inches may also be cut down in some locations. All cut material must be disposed of properly. The contractor will provide all equipment and materials and follow all relevant laws and regulations. Work will be performed over multiple options and locations, with priority given to bridge and overpass work first based on available funding. The National Park Service is soliciting these cyclic vegetation removal services to maintain structures along the Blue Ridge Parkway.

• This scope of work will provide for the cutting down, removal of all trees 6-inches or less
(DBH), woody vegetation, and shrubs under and adjacent to bridges, culverts, and tunnels on the Blue Ridge Parkway in Virginia, and North Carolina. The structures are located between Mile Post (MP) 105.80 to MP 216.40 in Virginia and MP 305 to MP 468 in North Carolina.
• All cut vegetation, tree branches, limbs, and larger debris will be disposed of as required in the attached documents. Any debris that is removed from the job sites and disposed of will be deposited at a legal state or local disposal site.
• The removal areas will be at each end and sides of county, state, and federal bridges, culverts, and tunnel. The buttress walls are constructed rock, steel, and concrete. The dimensions of each area to be cleared is identified in the attached document. A description of each area will be provided as part of this contract.
• Park personnel will identify trees that can damage the bridge structures. Park staff have walked the site locating each borderline tree for the contractor to ensure exact vegetation to remove, as required.
• A list of each work site will be provided with this scope.
• The basic location of the bridges, over and under passes, box culverts, culvert, and tunnel areas has been provided identifying the locations of the trees to be re-moved.
• Contractor will also be responsible for any additional trees that are brought down in the process of the ones identified if they create an unsafe condition.
• Each site is to be left cleared of woody vegetation and shrubs as per attached spreadsheet.
• All tree stumps will be cut parallel to ground surface, and to within 2-inches of the ground.
• All work will be done under a single contract.
• All materials and equipment will be supplied by the Contractor. Materials and methods used should meet all Federal and State laws.
• No heavy equipment is allowed off road unless it is approved by the park point-of-contact prior to use.
• Protection of the Public: The Contractor shall always conduct his/her work as to assure the safety and convenience of the visiting public and to assure the protection of persons and property. Care shall always be taken to regulate the operations to protect visitors on the Parkway. The Contractor shall provide, erect, and maintain all necessary barricades. Take the necessary precautions for protection and safety of the public and park property.
• When possible one lane of the parkway will remain open to traffic and the contractor will provide flagmen, and signage to control traffic as per Federal Highway Standards.
• Any permits required to complete the proposed work will be acquired by the contractor.
• Contractor shall provide a safety plan for this project as per contracting requirements.
There are five groups of work to be completed that are listed in priority order.
Bridges/Overpasses South, Bridges/Overpasses North, Box Culverts North to South, Culverts North to South, and Tunnels. The estimated number of trees 6” and below are listed for each work area. One or, all of the work groups will be completed, as long as, the project funds last. A complete list of work to be completed can be found in the attachments.
1. Virginia Base - Bridges/Overpasses/Box Culverts/Water Culverts: Between MP
105.80 to 174.28 there are 32 total sites to be cleared of saplings, shrubs, and weed whack the grass. Of those 32 sites, nine (9) are bridges where work will be completed adjacent to abutment walls and underneath the bridges (total of approximately 165,000 sq.ft.). Nineteen (19) of the 32 sites are overpasses, underpasses, or box culverts where vegetation will be removed from the ends of the aforementioned structures only. Four (4) of the 32 sites are water culverts where vegetation will be removed a certain distance from the culvert face (see varied distances on spread sheet). The areas and distances for this removal are listed on the attached spread sheets. No large trees (greater than 6” will be removed under this option).
2. Virginia Option 1 - Bridges/Overpasses/Box Culverts/Water Culverts: Between MP 177.46 to 216.4 there are 32 total sites to be cleared of saplings, shrubs, and weed whack the grass. Of those 32 sites, six (6) are bridges where work will be completed adjacent to abutment walls and underneath the bridges (total of approximately 25,025 sq.ft.). Twelve (12) of the 32 sites are overpasses, underpasses, or box culverts where vegetation will be removed from the ends of the aforementioned structures only. Fourteen (14) of the 32 sites are water culverts and retaining wall where vegetation will be removed a certain distance from the culvert face (see varied distances on spread sheet). The areas and distances for this removal are listed on the attached spread sheets. No large trees (greater than 6” will be removed under this option).
3. North Carolina Base - Bridges/Overpasses/Box Culverts/Water Culverts: Between MP 312.06 to 374.24 there are 17 total sites to be cleared of saplings, shrubs, and weed whack the grass. Of those 17 sites, two (2) are bridges where work will be completed adjacent to abutment walls and underneath the bridges (total of approximately 28,125 sq.ft.). Fourteen (14) of the 32 sites are overpasses, underpasses, or box culverts where vegetation will be removed from the ends of the aforementioned structures only. One (1) of the 32 sites are water culverts where vegetation will be removed a certain distance from the culvert face (see varied distances on spread sheet). The areas and distances for this removal are listed on the attached spread sheets. No large trees (greater than 6” will be removed under this option).
