The addendum removes Attachment D (Reference Check Form) from the required proposal submissions. Proposers have until close of business on January 10, 2025 to submit questions or protests regarding this addendum. The original RFP closing date remains unchanged.

The addendum also provides clarifications through a Q&A section, addressing site numbering protocols (contractors may use temporary numbers), digital recordation requirements (physical marking not needed), property access coordination (must work with Wildlife Area Manager), hunting season considerations (primary seasons listed with dates), and permit requirements (parking permit may be needed but will be provided). Contractors must provide one week notice before accessing the wildlife area and coordinate with the Wildlife Area Manager regarding gate access through private property sections.

QUESTIONS AND ANSWERS:

Following are questions asked by Proposers and ODFW’s answers. The answers and clarifications provided below by ODFW are for informational purposes ONLY and DO NOT constitute a change to the terms, conditions, technical specifications or requirements of the RFP.

1. Question: Aside from trinomial site numbers from the state, does the client provide their own site number to use or would the contractor be allowed to designate sites with their own temporary site numbers?

Answer: The Contractor may use their own temporary site numbers.

2. Question: Do identified sites need to be recorded and delineated digitally only or will the contractor need to physically mark boundary (flag and tag) as well.

Answer: Digital recordation only. Sites do not need to be physically marked for this survey.

3. Question: Some of these access roads pass through private property - will all owners be informed beforehand, gate codes or keys provided to the contractor?

Answer: Adjacent/neighboring landowners will be notified prior to entry and combination locks will be used at gates. Contractor will need to coordinate with Wildlife Area Manager prior to entry.

4. Question: According to our research, hunting focuses from November to January (some in February) and August to October. Apart from orange vests anything else or areas to avoid. Can you provide specific hunting times or if there are any restrictions.

Answer: Hunting can occur any time of year with various big game species seasons. Rifle deer, elk and Spring Turkey seasons are the primary hunts to consider. Any high visibility clothing will be fine.

• Spring Turkey: April 15th – May 31st (Most activity occurs early season, April 15th – May 4th)

• Rifle Deer: October 4th – October 15th

• Rifle Elk 1: October 29th – November 2nd

• Rifle Elk 2: November 8th – November 16th

5. Question: Is a permit required for accessing the wildlife area?

Answer: The Contractor should provide one week notice to the wildlife area manager prior to work, as outlined in the RFP. A parking permit may be required (if so it will be provided by the wildlife area manager), but no other permits are necessary.
