About this file

This Statement of Work (SOW) details a Design/Build renovation project for eight staff quarters units located in the Havasupai Indian Reservation in Arizona. The Bureau of Indian Education (BIE) is soliciting small business contractors to modernize and bring into compliance eight living quarters units (two 4-plex buildings with 1 and 2-bedroom units) that were originally constructed in 2003. The comprehensive renovation includes upgrades to electrical systems, HVAC, windows, kitchen and bathroom fixtures, flooring, lighting, exterior elements, and ensuring ADA compliance for one unit.

The solicitation is set aside for Small Business Indian Economic Enterprise (ISBEE) with proposals due by February 27, 2026. The project has a 210-calendar day performance period, including 60 days for design and BIE review, with specific milestones for design, award, demolition, product delivery, and project closeout. Key renovation requirements include installing new appliances, electrical systems, plumbing fixtures, flooring, paint, doors, and ensuring compliance with multiple building codes and standards. The project site is exceptionally remote, accessible only by helicopter, pack-mule, or a nine-mile hiking trail, which will present unique logistical challenges for the selected contractor.
