About this file

This is a Statement of Work (SOW) for the demolition of a Recreation Building located at Mt. LeConte Lodge in Great Smoky Mountains National Park, Sevier County, Tennessee. The building, determined to be non-historic and severely deteriorated with bowing walls, rotting logs, and failing foundation, must be completely deconstructed and demolished. The contractor shall remove all building materials including wall logs, roofing, timber beams, concrete footers, stone foundation, plumbing fixtures, and associated structural components, with all debris disposed of at approved off-site landfills or recycling centers. Specific materials totaling approximately 900 square feet of tongue and groove boards, three waterless urinals, 30 linear feet of copper piping, two door handle/deadbolt sets, and approximately 800 cubic feet of stone foundation material must be salvaged, stockpiled on-site, and coordinated with the Contracting Officer and concessioner.

The project scope includes mobilization, site preparation, erosion control, timber and foundation demolition, site cleanup, grading, and seeding. The site is remote, accessible only by foot trails, requiring airlift services for equipment transport and material removal. The contractor must procure and coordinate all airlift operations, file a Special Use Permit (NPS Form 10-114) with an aviation plan, maintain continuous 48-inch perimeter safety fencing, comply with OSHA and environmental regulations, and coordinate work around LeConte Lodge operations. The project timeline is anticipated at four weeks, must be completed by August 1, 2026, and cannot conflict with the lodge's annual airlift operations in mid to late March. The contractor shall provide a technical approach, key personnel qualifications, safety plan, quality control plan, construction schedule, and proof of insurance in the proposal package. The Base Price Schedule includes lump-sum line items for mobilization (initial airlift, traffic control, equipment transport), demolition activities (crew overhead, erosion control, salvage operations, timber and foundation demolition, site cleanup, grading and seeding), and demobilization (cleanup, final airlift, traffic control, equipment transport).

STATEMENT OF WORK (SOW)

Recreation Building Demolition Project

Mt. LeConte Lodge Area Sevier County, TN

Great Smoky Mountains National Park

PMIS# 350547

1-26-2026

1. General Information The Great Smoky Mountains National Park (GRSM) is in Tennessee and North Carolina and consists of nearly 521,000 acres. The park was established by Congress on June 15, 1934.

The Park’s mission is to protect, preserve, and interpret the natural, cultural, and historical.

resources for the benefit and inspiration of present and future generations. There are over 11-million visitors annually.

2. Facility Background Mt. LeConte is located within the Great Smoky Mountains National Park, in Sevier County, Tennessee. Mount LeConte is the third highest peak in Great Smoky Mountains National Park at 6,593 feet in elevation. On top of the Mt. LeConte, a concessioner operates a resort lodge for overnight stay by park visitors. LeConte Lodge predates the national park’s 1934 establishment and is located west of the summit at 6,360 feet in elevation. The concessioner operates several NPS owned structures in the Mt. LeConte Lodge campus. One of these structures is the Recreation Building and is severely deteriorated. The main room walls are bowing out, wall logs are rotting, and the rock foundation is failing. The cost to rehabilitate the building exceeds the value of the building. The building has been determined to be of non-historic significance;

therefore, due to the excessive costs for repair, it has been decided to demolish the structure and leave the site ready for future development. This Statement of Work (SOW) addresses the services required to demolish the structure and remove all salvageable materials from the Mt.

LeConte Lodge area.

Mt. LeConte is in a remote location and access is limited to foot travel from Alum Cave, Boulevard (via the Appalachian Trail), Bull Head, Rainbow Falls, and Trillium Gap trails, by way of NPS park roads. The Mt. LeConte Lodge concessioner utilizes airlift operations and pack animals for seasonal transport of supplies and equipment due to the site’s limited access, remote location, and rugged terrain.

3. Scope of Proposed Work The proposed scope of work is as follows:

The entire Recreation Building and its associated features are to be deconstructed and demolished. These features include but are not limited to: wall logs, roofing material, roof supports, timber beams, timber columns, concrete footers, concrete flooring, stone foundation wall, exterior deck, decking material, wood railing, wood flooring, doors, windows, skylights, steel structural bracing, metal bolts and hardware, sheet metal furnace exhaust, tongue and grove boards, tiles, bathroom and plumbing fixtures, concrete block wall, and cooper piping. See

Section 27 with photos depicting the building and its contents that need to be demolished. All material demolished and found within the envelope of the building are to be removed and legally disposed off-site at an acceptable landfill or recycling center as appropriate with the exception of selected materials listed below that shall be salvaged, stockpiled, and stored on-site, as directed by the COR in coordination with the concessionaire (the CO has the final authority for all field directives relative to the contract).

Given the site’s remote location and limited access by way of trails, airlift services are anticipated for Contractor’s mobilization of equipment and materials, as well as the removal of demolished materials and demobilization. The Contractor shall be responsible for procuring airlift services and conforming to all applicable regulations, federal and local, including but not limited to FAA and HAZMAT (for fuel transport). See aviation plan requirements under Section 9 Safety and Environmental Compliance below. The Contractor shall file a Special Use Permit (SUP) with GRSM (NPS Form 10-114, see Section 31 in attachments) for airlift operations with an aviation plan for NPS review prior to mobilization and beginning work.

Items to be salvaged and stored on-site include:

1. Approximately 900 square feet of interior wooden tongue & groove boards of acceptable quality for future interior reuse. Salvaged boards shall be intact, free from moisture damage. Coordinate with COR for inspection and final determination of salvaged boards.

2. Three (3) waterless urinals (located in the basement) for future reuse. Wing nuts and screws are observed along the base front. Mounting hardware/ assembly is unknown.

The drain line connection may or may not be threaded.

3. Approximately 30 linear feet of copper piping.

4. Salvage two (2) Kwikset Door Handle/Dead Bolt sets.

5. Stone Foundation Material - Approximately 800 cubic feet. The stone foundation material shall be removed and stored on-site as directed by COR. Salvage and stockpile all stone material. Remove stone in a manner that it can be reused. Masonry saw use on foundation stone will not be permitted. The Contractor shall utilize a small portion of harvested foundation stone to stabilize slopes as necessary around the building perimeter after the foundation has been removed. Refer to Section 01 57 20 Erosion Control.

The Contractor shall coordinate on-site storage of the salvaged items with the COR and concessioner. The Contractor shall provide dunnage and tarps for coverage if interior storage is unavailable for the tongue and groove boards, waterless urinals, and copper piping. The Contractor shall stockpile the foundation stone immediately adjacent to the area of work, at the southwest corner. See stockpiling diagram location in Section 27 attachments. The Contractor shall confirm stockpile locations with COR and concessioner prior to beginning that work.

Existing Utilities: No electrical service is within the building, nor are there any electrical fixtures. There is no running water associated with the plumbing fixtures in the lower level, but there is an existing PVC sewer serving these fixtures as well as a copper propane gas line. Both the sewer and gas lines will need to be removed and properly capped five (5) feet from building footprint.

FINAL SITE CONDITION

All building and foundation related material shall be demolished and removed from the actual building site. Site shall be cleaned, checked, and cleared of any metal components, fasteners, concrete, grout, debris, and/or trash from the demolition. The site shall be graded to provide an even surface, free of irregular surface changes, depressions, ridges, windrows, or holes to ensure smooth transition to adjacent existing grades with positive drainage to prevent ponding. All disturbed areas within the building footprint, include cut slopes from foundation removal, shall be seeded and covered with natural fiber roll pinned to the surface. Obtain COR approval of finished grade before commencing with seeding operations. Refer to the attached Seeding Specifications.

4. Contractor Responsibilities Contractor shall provide all materials, equipment, labor, and incidentals required to perform the work required in the SOW and specifications, to include securing airlift services. All airlift operations shall be coordinated with the COR and abide by the requirement of the Park issued

SUP.

6. Business Hours The Contractor shall complete deliveries and unloading to the Alum Cave Trailhead and Newfound Gap Oconaluftee (Luftee) Overlook during normal business hours of 7:30 am to 5:00 pm, Monday through Friday, excluding weekends and Federal holidays. On-site work hours will vary depending on LeConte Lodge operations schedule. Refer to Section 01 10 00 Summary for Work Restrictions. The Contractor shall coordinate the specific on-site work schedule with the Contracting Officer and COR five (5) days prior to performance start date. Cell phone service at the project site and most of the areas of the Park is limited or unavailable. While on site, the Contractor may be unable to contact the COR by mobile phone. Communications need to be completed prior to actual work on-site. The COR is available during normal business hours.

SECTION 01 10 00

PART 1 - GENERAL

1.1 WORK UNDER THIS CONTRACT

A. A brief description of the work covered by the Contract Documents is provided below:

Mt. LeConte is located within the Great Smoky Mountains National Park, in Sevier County, Tennessee. Mount LeConte is the third highest peak in Great Smoky Mountains National Park at 6,593 feet in elevation. On top of the Mt.

LeConte, a concessioner operates a resort lodge for overnight stay by park visitors. LeConte Lodge predates the national park’s 1934 establishment and is located west of the summit at 6,360 feet in elevation. The concessioner owns and operates several structures in the Mt. LeConte Lodge campus. One of these structures is the Recreation Building and is severely deteriorated. The main room walls are bowing out, wall logs are rotting, and the rock foundation is failing.

The cost to rehabilitate the building exceeds the value of the building. The building has been determined to be of non-historic significance; therefore, due to the excessive costs for repair, it has been decided to demolish the structure and leave the site ready for future development.

The LeConte Lodge is closed for the season beginning on November 25, 2025, and will reopen on March 23, 2026. The demolition and removal activities will need to coordinate with the Lodge’s operation schedule for the 2026 season.

1.2 DEFINITIONS

A. Contracting Officer (CO): Individual from the National Park Services empowered to represent the Owner (The Great Smoky Mountains National Park) to execute the contract for the work, and make decisions impacting this project.

B. Contracting Officer’s Representative (COR): Individual from the National Park Service empowered to represent the Contracting Officer.

1.3 ACCESS TO SITE

A. Contractor shall coordinate access to the site with the Great Smoky Mountains National Park prior to commencement of work.

B. Site Access: The work site is remote and can only be accessed by personnel via Alum Cave Trail and via airlift for equipment and material. The Contractor will be allocated two (2) parking spaces at the Alum Cave Trailhead to accommodate work crews performing work and staying at LeConte Lodge.

C. Use of Site: Limit use of project site to work in areas indicated. Do not disturb portions of project site beyond areas in which the work is indicated – including other structures and utilities owned by the Mt. LeConte concessioner and the Park. The area outside of the immediate work space will remain open and operational to the concessioner, park staff, and visitors.

D. Condition of Existing Building: The Recreation Building and Office is over 50
