Overhead… ................... 10% Profit… ................... 8.00%
2. Total aggregate limit of markup (OH&P) for Contractor and Subcontractors on modification work shall not exceed 25%. The NPS will not be responsible for allocation of percentages between contractor and subcontractors at any tier.
3. If Contractors form a partnership, partnership may only receive home office overhead and profit in same amount as an individual Contractor (refer to paragraph 1.3,E,1 above). It is the responsibility of the partners to decide on division of revenue.
4. Combined Increases and Decreases: On proposals involving both increases and decreases in the Contract Price, overhead and profit mark-ups are required on net increases and deducted on net decreases.

B. The work shall be done under the supervision of a Professional Engineer (P.E.) or Professional Land Surveyor (P.L.S.) who is experienced and competent in site construction surveying and registered in the State of Utah. The P.E. or P.L.S. shall be available to review work, resolve problems and make decisions in a timely manner.
C. The Contractor shall furnish all personnel, materials and traffic control necessary to perform the required construction surveying. All surveying equipment, including Electronic Distance Meters, tapes, tribrachs, theodolites, total stations, GPS receivers and levels shall be calibrated prior to the start of work. EDM’s, total stations, and GPS receivers shall be checked on a National Oceanic and Atmospheric Administration (NOAA) calibrated baseline. Equipment calibration accuracy and adjustments made to meet requirements specified in the Utah Department of Transportation (UDOT) Survey Manual shall be documented in the Survey Records.
D. Contractor shall establish horizontal and vertical control for the project. A Pre-survey
Conference shall be held prior to performing any surveying work. The CO, Contractor’s Superintendent, and Contractor’s Surveyor (P.E. or P.L.S.) shall attend. A surveying work schedule shall be submitted to the CO for review prior to the conference.
E. Contractor shall check all Government-established control points, and verify and document their accuracy, prior to using them for construction surveying control.
F. Contractor shall perform all construction surveying and staking that is necessary for construction of the project.
1. The Contractor shall pay the cost of all construction surveying for line and grade.
2. Working from lines and levels established by the benchmarks, establish and maintain project benchmarks and other dependable markers to set the lines and levels for the work and elsewhere on the site as needed to properly locate every element of the Work.
3. As construction proceeds, check every major element for line, level and plumb.
4. Calculate and measure required dimensions as shown within recognized tolerances. Do not scale the Drawings to determine dimensions. Advise entities engaged in construction activities of the marked lines and levels provided for use.
5. The Contractor is to establish all necessary benchmarks on site for layout and grading based on the control points provided by the Government from the original survey.
6. Grades noted on the plans as “MG” (match grade) shall require the contractor to survey those points and provide the existing elevations at those points back to the CO for verification of grades and proposed elevations. Allow 14 calendar days for the government to refine the grading sheet and elevations to match with the existing elevations at those points. All elevations given referencing MG are used to show relative height differences (i.e. height of curb, height of wall) not exact elevations.
7. All survey points on the ground shall match the numbering system of the coordinate points shown on the drawings.
G. Site Improvements: Locate and lay out site improvements, including pavements, stakes for grading, fill and topsoil placement, utility line gradients and invert elevations by instrumentation and similar appropriate means.
H. Layout Procedures:
1. Verify layout information shown on the Drawings in relation to the control points and existing benchmarks, before proceeding with the layout of the actual work.
Locate and protect existing benchmarks and control points. Preserve permanent reference points during construction.
2. Do not change or relocate benchmarks or control points without prior written approval. Promptly report lost or destroyed reference points, or requirements to relocate reference points because of necessary changes in grades or locations.
3. Promptly replace lost or destroyed project control points. Base replacements on the original survey control points.
4. Establish and maintain a minimum of two temporary benchmarks on the site, reference to data established by survey control points.
I. Staking: Acceptable staking placement intervals for the various construction survey control operations shall be approved by the CO prior to the beginning of work. Stationing shall be established in the field on centerline or an approved offset. The Contractor shall maintain staking throughout the duration of the project or until construction is complete for individual bid items. Restaking will be as needed or as directed by the CO. The Contractor shall alert the CO immediately if any irregularities are detected in the survey work.
J. Accuracy and Tolerances: Accuracy of surveys and survey tolerances shall be as specified in the Contract or the UDOT Survey Manual. If a discrepancy should occur, the higher degree of accuracy or the more restrictive tolerance shall apply.
K. Responsibility and Inspection: Supervision and coordination of construction surveying is the Contractor’s responsibility. The CO may inspect the Contractor’s surveying; however, such inspection will not relieve the Contractor of any responsibility for accuracy or completeness of work. The Contractor shall check the work to verify the accuracy and include documentation of this check in the Survey Records. All Contractor surveying inaccuracies, errors or omissions shall be corrected at the Contractor’s expense. The CO’s inspection or the Contractor’s corrections shall not entitle the Contractor to additional payment or contract time extension.
L. Changes: All changes in lines and grades required by field conditions and all discrepancies in grades, alignment, location or dimensions detected by the Contractor shall be immediately submitted to the CO in writing. No changes in given data or plans will be allowed unless approved by the CO in writing. All changes shall be documented in the survey records.
