SECTION 01-10-00
SUMMARY
PART 1 GENERAL
1.01 PROJECT TITLE
A. Leopold WMD - HQ HVAC Return Air Retrofit Summary: Design and install, including all material, labor, equipment and supervision, to replace two existing HVAC wall return air systems with underfloor return duct lines, including wall and finish repairs at existing intakes.
1.02 WORK UNDER THESE SPECIFICATIONS
A. Contractor shall furnish materials, labor, equipment and supervision for the work described below in the base bid:
1. Base Bid: The work includes but is not limited to: Designing and installing two underfloor return air insulated ductwork trunks, with laterals, in the office foundation crawl space which will replace the existing two wall returns. Ductwork trunks/laterals will be installed to avoid existing floor structure/framing members which are covered with insulation/barrier. Floor return locations will be proposed by bidder. Return air flow will be tested/balanced and compared to pre-existing return air flow. Existing wall air returns will be modified as noted.
1.03 LOCATION AND INSPECTION OF SITE
A. The work site is located within the Leopold Wetland Management District, Station Office, in
Portage, WI.
B. The mailing address of the Refuge is shown on the Solicitation, Offer, and Award (Standard
Forms 1442 or, 18 block 9) as attached to this Invitation. The Station Manager may be contacted for further information at the above referenced address or by telephone at (608) 742-7100.
C. All prospective bidders/quoters, contractors, subcontractors, and related persons are strongly encouraged to visit the site of the proposed Work and to assess the location and extent of the Work prior to submitting bids.
1. Floor support consists of CMU piers, longitudinal main steel beams and numerous steel submembers and cross members.
2. Underfloor framing is covered with insulation/barrier throughout crawl space. All surrounding work will need to be returned to pre-existing conditions once work is completed.
3. Existing wall return grille frames (2) are 20" x 30" sized for the filter. Wall grilles are connected to return plenum boxes under each of the two furnaces.
4. Install new MERV-13 filters for each plenum box.
5. Crawl space access is through a 30"x30" hatch in Janitor room, approximate crawl space height is 43".
6. New ductwork trunk lines will exit plenum boxes at bottom and run per Contractor design.
7. Previous HVAC planning for this project was performed by: Johnson Mechanical, Portage, WI, (608)-742-4328.
8. Previous plumbing for this office was performed by: Terrytown Plumbing, Baraboo, WI,
(608) 356-8919.
1.04 SPECIFICATIONS AND DRAWINGS FOR CONSTRUCTION
A. The successful bidder will be provided, upon request, addition digital copies of the contract drawings as necessary for execution of this contract. These copies will be provided at no additional cost to the successful bidder/quoter.
B. In case of difference between drawings and specifications, the most stringent shall govern.
1.05 WORK NOT INCLUDED IN THIS CONTRACT
A. All items indicated "NIC" on drawings or in specifications are items not included in this contract.
B. Work in place is generally shown as "Existing" on the Contract Drawings.

1.06 ITEMS PROVIDED BY THE GOVERNMENT
A. Unless specifically provided herein, no materials or equipment shall be furnished by the
Government under this Contract.
1.07 GOVERNMENTING SERVICES:
A. No baseline or benchmark will be provided for interior work of base bid.
1.08 TEMPORARY FACILITIES
A. Maintain and restore all government roads, service areas and utilities used to pre-construction condition.
B. Toilet facilities, water, and electric will be provided by the Government to complete the Work of this project.
1.09 SITE ACCESS AND RIGHT OF WAY
A. The construction access limits on Government property will be established by the Government and the Contractor shall be responsible for complying with these limits and governing all Work accordingly. All temporary access roads shall be removed following work completion unless directed otherwise by the Contracting Officer.
B. All bidders are reminded that they are responsible for contacting the local entity such as township, county, or state having jurisdiction in the project vicinity to insure bidders are aware of any requirements of the local entity. These requirements are between the entity and the bidder.
If the Contractor proposes to cross private property, permission must be obtained from the owner to use private property or roads in the conduct of the Work.
C. Work scheduled on Saturdays, Sundays, Federal Holidays or other than normal working hours shall be approved in writing in advance by the Government.
1.10 SAFETY - IN ADDITION TO FAR 52.236-13 ACCIDENT PREVENTION
A. A. Contractor shall fill out and submit the “Preconstruction Safety Checklist” to the Contracting
Officer (CO) prior to beginning construction.
B. The contractor shall designate a safety officer to ensure a safe work site. The safety officer shall perform daily work site inspections to assure compliance with all safety regulations and standards.
C. The Contractor’s Safety Plan shall be available on-site. The Contractor shall provide Safety Data Sheets (SDS) for all hazardous materials brought on-site. SDS shall be made available in a conspicuous location.
D. All equipment and work activities shall comply with OSHA regulations and all accidents incidental to work performed under this contract shall be reported in accordance with OSHA reporting requirements. Additionally, a copy of any accident report shall be provided to the Contracting Officer.
E. The Contractor shall provide and install barricades, signs, or other warning devices to delineate the construction area and restrict public access to the construction site. Follow the Manual of Uniform Traffic Control Devices (MUTCD).
F. Provide at least one non-freezing-type fire extinguisher in each workshop and shed used for storage on the premises. Place in location readily accessible to workers.
G. Provide at least one non-freezing-type fire extinguisher of the appropriate class for each group of workers performing flammable procedures.
H. Provide and maintain a basic first aid kit for use of workers.
1. Provide first aid supply commensurate with size of project with items necessary for first aid treatment of all injuries. Include first aid items identified on SDS for applicable items, in applicable locations.
2. Advise all workers of the location of first aid supplies.
3. Post telephone numbers of nearest hospital or ambulance service and fire station in conspicuous location. Advise all workers of location of telephone numbers.

I. Provide necessary Personnel Protective Equipment (PPE) as identified by SDS. Provide documentation workers have been trained in use of PPE prior to individual use.
J. Contractor is required to maintain a spill containment kit, per OSHA standards, to respond to hazardous waste release/contamination ( eg. gas spill, equipment hydraulic leak, etc.) during the construction project. Any contamination is required to be identified to Government personnel for monitoring and cleanup coordination.
1. If more than 5 gallons of contamination is released Contractor is also required to notify
Minnesota EPA in addition to Government personnel.

3. Existing wall return grille frames (2) are 20" x 30" sized for the filter. Wall grilles are connected to return plenum boxes under each of the two furnaces.
4. Install new MERV-13 filters for each plenum box.
5. Crawl space access is through a 30"x30" hatch in Janitor room, approximate crawl space height is 43".
6. New ductwork trunk lines will exit plenum boxes at bottom and run per Contractor design.
7. Previous HVAC planning for this project was performed by: Johnson Mechanical, Portage, WI, (608)-742-4328.
